At regular meetings only, individuals can speak on any topic that is not on the agenda for no longer than four (4) minutes per individual. Following the completion of the Work Session, the City Council will convene in a Closed Meeting in the Council Work Session Room to consider specific item(s) when these items are listed below under the Closed Meeting section of this agenda. A. Deliberations regarding Economic Development - Under Texas Government Code Section 551.087. Receive a report and hold a discussion regarding the potential offer of a financial or other incentive to a business prospect code-named Project Striped Shirt which the City seeks to have locate, stay, renovate, or expand in or near the territory of the City and with which the City is conducting economic development negotiations. This discussion shall include commercial and financial information, including an economic development incentive request the City has received from Project Striped Shirt.

1) Pre-registration. This section of the agenda permits any person who has registered in advance to make a citizen report regarding a public business item he or she wishes to be considered by the City Council. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Texas Packer + Loader Sales, Inc., for the purchase and repairs of Petersen Brush Trucks and repairs for New Way Refuse Bodies for the Fleet Services Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 8815 - awarded to Texas Packer + Loader Sales, Inc., for three (3) years, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $3,444,000.00). Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with AiDash, Inc., for the purchase of an intelligent vegetation management solution for Denton Municipal Electric; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8819 - awarded to AiDash, Inc., for one (1) year, with the option for four (4) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $370,834.00). N. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Stuart C. Irby Company, LLC, for dielectric testing services and replacement of electric safety rubber goods for Denton Municipal Electric; providing for the expenditure of funds therefor; and providing an effective date (RFP 8877 - awarded to Stuart C. Irby Company, LLC, for one (1) year, with the option for four (4) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $3,000,000.00). The Public Utilities Board recommends approval (6 - 0).
O. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, ratifying the expenditure of funds by the City Manager, for the emergency purchase of engine spare parts and service work for the Denton Energy Center; and providing an effective date (File 8937 - awarded to Wärtsilä North America, Inc., in the not-to-exceed amount of $1,076,678.24). The Public Utilities Board recommends approval (6 - 0).
P. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with North Texas Umpire Association, for softball umpire services for the Parks and Recreation Department; providing for the expenditure of funds therefor; and providing an effective date (IFB 8677 - awarded to North Texas Umpire Association, for one (1) year, with the option for two (2) additional one (1) year extensions, in the total three (3) year not-to-exceed amount of $168,000.00).
Q. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Turf and Soil Management Contract Services, LLC, an authorized dealer for Husqvarna Professional Products, Inc., through the Sourcewell Cooperative Purchasing Contract No. 112624-HSQ, for autonomous mowers for the Parks and Recreation Department; providing for the expenditure of funds therefor; and providing an effective date (File 8838 - awarded to Turf and Soil Management Contract Services, LLC, for one (1) year, with the option for two (2) additional one (1) year extensions, in the total three (3) year not-to-exceed amount of $195,000.00).
R. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Environmental Systems Research Institute, Inc., for Enterprise Geographic Information System (GIS) Solution licensing and annual support and maintenance for the Technology Services Department, which is the sole provider of this software, in accordance with Texas Local Government Code 252.022, which provides that procurement of commodities and services that are available from one source are exempt from competitive bidding, and if over $50,000, shall be awarded by the governing body; providing for the expenditure of funds therefor; and providing an effective date (File 8886 - awarded to Environmental Systems Research Institute, Inc., in the six (6) year not-to-exceed amount of $1,360,000.00).
S. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Honeywell International Inc., for the maintenance and licensing for the emergency response automated fire station alerting (Phoenix G2) system for the Fire Department; which is the sole provider of these services, in accordance with Texas Local Government Code 252.022, which provides that procurement of commodities and services that are available from one source are exempt from competitive bidding, and if over $50,000, shall be awarded by the governing body; providing for the expenditure of funds therefor; and providing an effective date (File 8887 - awarded to Honeywell International Inc., for three (3) years, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $348,949.00).
T. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Invoice Cloud, Inc., for the Integrated Online Payment Solution for the Customer Service Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 8922 - awarded to Invoice Cloud, Inc., for two (2) years, with the option for four (4) additional one (1) year extensions, in the total six (6) year not-to-exceed amount of $5,521,738.00).
U. Consider adoption of an ordinance of the City of Denton granting Angela Ragas a noise exception for the 25th Wedding Celebration Event, which will be held on Saturday, November 29, 2025, from 12:00 p.m. to 6:00 p.m. at Fred Moore Park located at 501 S. Bradshaw Street; and providing an effective date. The Parks, Recreation and Beautification Board voted to recommend adoption (5-0).
V. Consider adoption of an ordinance of the City of Denton granting Kevin Blair a noise exception for the Marietta Street Block Party, which will be held on Saturday, November 1, 2025, from 3:00 p.m. to 8:00 p.m. at Marietta Street; and providing an effective date. The Denton Parks, Recreation, and Beautification Board voted to recommend adoption (5-0).
W. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, to execute an Interlocal Cooperation Agreement with Denton County, under Texas Government Code, Chapter 791, for the exchange of Dark Fiber Services for the Technology Services Department; providing for a repealer; and declaring an effective date.
X. Consider adoption of an ordinance of the City of Denton, Texas, authorizing the City Manager or designee to execute and deliver an agreement for the furnishing of and reimbursement for traffic signal equipment, between the City of Denton and the Texas Department of Transportation (TxDOT), at the intersections of US 380 at Thomas J. Egan Road, US 77 at South Loop 288, South Loop 288 at FM 2164 (North Locust Street), and North Western Boulevard at Jim Christal Road; confirming reimbursement by TxDOT; and providing an effective date.

Consider approval of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager or their designee to intervene in petitions for streamlined expedited release (Public Utility Commission of Texas Docket Nos. 58460 and 58462) filed by McCart St, LLC with the Public Utility Commission of Texas and any other streamlined expedited release petitions related thereto or involving nearby properties; authorizing the City Manager or their designee to take those actions necessary to effectuate the intent and purposes of this ordinance; and providing an effective date.
A. Conduct the first of two public hearings of the City of Denton, Texas regarding the adoption of a Strategic Partnership Agreement between the City of Denton and Denton County Municipal Utility District No. 16.
B. Consider adoption of an ordinance of the City of Denton, Texas, regarding a change in the zoning district and use classification from Public Facilities (PF) District to Mixed-Use Downtown (MD) District on approximately 1.08 acres of land, and from Mixed-Use Neighborhood (MN) District to Mixed-Use Downtown (MD) District on approximately 42.62 acres, totaling approximately 43.7 acres of land, generally located north of Eagle Drive and south of Sycamore Street, between Bell Avenue and Myrtle Street in the City of Denton, Denton County, Texas; adopting an amendment to the city’s official zoning map; providing that existing single-family residential uses within the area subject to the change in zoning district and use classification shall remain legal uses and shall not be made non-conforming by this ordinance; providing for a penalty in the maximum amount of $2,000.00 for violations thereof; providing a severability clause and an effective date. A. Consider adoption of an ordinance of the City of Denton by three separate votes, each being conducted on September 16, 2025, October 21, 2025, and December 2, 2025, granting a nonexclusive gas franchise to Universal Natural Gas, LLC, for use of public rights-of-way in a designated area in the City of Denton for the purpose of constructing, maintaining and operating a system of pipelines and other facilities for the provision, transportation, distribution and conveyance of gas to customers in such designated area; authorizing execution of a franchise agreement between the City of Denton and Universal Natural Gas, LLC, providing for compensation to the City for the use of the public right-of-ways, providing terms, conditions and requirements related to the use of public rights-of-way in the City of Denton and to the construction, maintenance and operation of pipelines and other facilities for the provision, distribution and transportation of gas to customers in the designated area of the City of Denton; providing for publication; and providing an effective date.
B. Consider adoption of an ordinance of the City of Denton to declare the intent to reimburse capital program expenditures of General Government ($109,770,635), the Solid Waste Utility ($18,249,000), the Water Utility ($55,651,541), the Wastewater Utility ($141,892,454), and the Electric Utility ($58,434,588) with Tax-Preferred Obligations (Certificates of Obligation and General Obligation Bonds) with an aggregate maximum principal amount not to exceed $383,998,218; and providing an effective date. The Public Utilities Board recommends approval (6-0)
C. Consider adoption of an ordinance of the City of Denton considering all matters incident and related to the issuance, sale and delivery of $11,235,000 in principal amount of “City of Denton, Texas Utility System Revenue Bonds, Series 2025” to the Texas Water Development Board; authorizing the issuance of the bonds; approving and authorizing instruments and procedures to said bonds; enacting other provisions relating to the subject; and providing an effective date. Consider approval of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager or their designee to intervene in petitions for streamlined expedited release (Public Utility Commission of Texas Docket Nos. 58460 and 58462) filed by McCart St, LLC with the Public Utility Commission of Texas and any other streamlined expedited release petitions related thereto or involving nearby properties; authorizing the City Manager or their designee to take those actions necessary to effectuate the intent and purposes of this ordinance; and providing an effective date.
A. Conduct the first of two public hearings of the City of Denton, Texas regarding the adoption of a Strategic Partnership Agreement between the City of Denton and Denton County Municipal Utility District No. 16.
B. Consider adoption of an ordinance of the City of Denton, Texas, regarding a change in the zoning district and use classification from Public Facilities (PF) District to Mixed-Use Downtown (MD) District on approximately 1.08 acres of land, and from Mixed-Use Neighborhood (MN) District to Mixed-Use Downtown (MD) District on approximately 42.62 acres, totaling approximately 43.7 acres of land, generally located north of Eagle Drive and south of Sycamore Street, between Bell Avenue and Myrtle Street in the City of Denton, Denton County, Texas; adopting an amendment to the city’s official zoning map; providing that existing single-family residential uses within the area subject to the change in zoning district and use classification shall remain legal uses and shall not be made non-conforming by this ordinance; providing for a penalty in the maximum amount of $2,000.00 for violations thereof; providing a severability clause and an effective date. The Planning and Zoning Commission voted [3-1] to recommend approval of the request. Motion for approval by Commissioner Ketchersid and second by Commissioner McDuff. A. Consider adoption of an ordinance of the City of Denton by three separate votes, each being conducted on September 16, 2025, October 21, 2025, and December 2, 2025, granting a nonexclusive gas franchise to Universal Natural Gas, LLC, for use of public rights-of-way in a designated area in the City of Denton for the purpose of constructing, maintaining and operating a system of pipelines and other facilities for the provision, transportation, distribution and conveyance of gas to customers in such designated area; authorizing execution of a franchise agreement between the City of Denton and Universal Natural Gas, LLC, providing for compensation to the City for the use of the public right-of-ways, providing terms, conditions and requirements related to the use of public rights-of-way in the City of Denton and to the construction, maintenance and operation of pipelines and other facilities for the provision, distribution and transportation of gas to customers in the designated area of the City of Denton; providing for publication; and providing an effective date.
B. Consider adoption of an ordinance of the City of Denton to declare the intent to reimburse capital program expenditures of General Government ($109,770,635), the Solid Waste Utility ($18,249,000), the Water Utility ($55,651,541), the Wastewater Utility ($141,892,454), and the Electric Utility ($58,434,588) with Tax-Preferred Obligations (Certificates of Obligation and General Obligation Bonds) with an aggregate maximum principal amount not to exceed $383,998,218; and providing an effective date. The Public Utilities Board recommends approval (6-0)
C. Consider adoption of an ordinance of the City of Denton considering all matters incident and related to the issuance, sale and delivery of $11,235,000 in principal amount of “City of Denton, Texas Utility System Revenue Bonds, Series 2025” to the Texas Water Development Board; authorizing the issuance of the bonds; approving and authorizing instruments and procedures to said bonds; enacting other provisions relating to the subject; and providing an effective date. The Public Utilities Board recommends approval (6-0).
E. Consider approval of a resolution of the City of Denton appointing a Primary Representative and an Alternate Representative to the Board of Directors of the Denton County Transportation Authority; and providing for an effective date.
F. Consider approval of a resolution of the City of Denton, Texas, recognizing June as Denton LGBTQ+ Pride Month, and providing an effective date.
A.
