After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, July 24, 2013 at 05:01 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

2. Hold a discussion on Nonconforming Uses and Special Exceptions. (Johnna Matthews)

3. Receive a report, hold a discussion, and give staff direction concerning recommended general obligation capital improvements. (Chuck Springer)

4. Receive a report and hold a discussion on the proposed changes to the Transportation and Drainage Design Criteria Manuals (PS Arora)

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, July 24, 2013 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

A. July 10, 2013

3. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Final Plat of Lot 3, Block A of the Wheeler Ridge Commercial Addition.  The 0.622 acre site is located at the southeast corner of Teasley Lane (F.M. 2181) and Robinson Road.  The property is located within a Planned Development (PD-176) zoning district.  (FP13-0006, Clean and Green Car Wash, Nana Appiah)

4. PUBLIC HEARINGS:

A. Hold a public hearing and consider making a recommendation to City Council regarding a Comprehensive Plan amendment to amend the future land use map of approximately 104.61 acres from an "Employment Centers" land use designation to an "Industrial Centers" land use designation, located generally east of Mayhill Road and south of McKinney Street.  The subject property consists of a portion of an un-platted tract of land. (CA13-0002, Lake Dallas Gas Storage, Ron Menguita)  This item was postponed to the July 24, 2013 meeting. The applicant has requested that the subject Comprehensive Plan amendment be withdrawn.

B. Hold a public hearing and consider making a recommendation to City Council regarding an initial zoning request of Industrial Center General (IC-G) for approximately 6.88 acres of land, generally located approximately 1,250 feet south of the McKinney Street and Grissom Road intersection, legally described as Lot 1, Block 1 of the Lake Dallas Storage Addition. (Z13-0004, Lake Dallas Gas Storage, Ron Menguita) This item was continued from the July 10, 2013 to the July 24, 2013.

C. Hold a public hearing and consider making a recommendation to the City Council regarding the rezoning of approximately 10.112 acres from a Neighborhood Residential 2 (NR-2) zoning district and use classification to a Neighborhood Residential Mixed Use (NRMU) zoning district and use classification.  The property is located at the southwest corner of Teasley Lane and Pennsylvania Drive.   (Z13-0003, DATCU Corporate Headquarters, Johnna Matthews)

D. Hold a public hearing and consider making a recommendation to the City Council regarding a Specific Use Permit (SUP) to allow a 51,200 square foot office building, with expansions proposed in the future, within a proposed Neighborhood Residential Mixed Use (NRMU) zoning district.  The approximately 10.112 is located at the southwest corner of Teasley Lane and Pennsylvania Drive.  (S13-0001, DATCU, Johnna Matthews)

D. 5. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act,            respond to inquiries from the Planning and Zoning Commission or the public with specific           factual information or recitation of policy, or accept a proposal to place the matter on the           agenda for an upcoming meeting.
