After determining that a quorum is present, the City Council of the City of Denton, Texas will convene in a Special Called Meeting on Thursday, December 17, 2020, at 6:00 p.m. in the Council Work Session Room at City Hall, 215 E. McKinney, Street, Denton, Texas, at which the following items will be considered:

Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or his designee, to execute a contract with AECOM Technical Services, Inc., for a developmental fiscal impact analysis and tool for the Development Services Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 7451 - awarded to AECOM Technical Services, Inc., in the not-to-exceed amount of $98,500.00).
A. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or his designee, to execute a contract with Rehrig Pacific Company, through the U.S. Communities Government Purchasing Alliance Contract #0254, for the purchase of residential refuse, recycling, and yard waste carts and replacement parts; providing for the expenditure of funds therefor; and providing an effective date (File 7536 - awarded to Rehrig Pacific Company, in the five (5) year not-to-exceed amount of $3,862,000.00).
B. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or his designee, to execute the CMAR Guaranteed Maximum Price Amendment to the Construction Manager At Risk Contract with Thos. S. Byrne, Inc., a Texas corporation, for the renovation of police headquarters and the development and construction of the police substation and firing range; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7249 - CMAR Guaranteed Maximum Price Amendment awarded to Thos. S. Byrne, Inc., in the not-to-exceed amount of $46,039,401.00).
C. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or his designee, to execute a contract with Axon Enterprise, Inc., through the Sourcewell Cooperative Purchasing Network Contract Number 010720-AXN, for the services and materials related to the Taser and Body Camera system for the Police Department; authorizing the expenditure of funds therefor; and declaring an effective date (File 7541 - awarded to Axon Enterprise, Inc., in the five (5) year not-to-exceed amount of $2,981,000.00).
D. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or his designee, to execute a contract with Texas Meter and Device Company, LLC, for meter reading services for the Water Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 7484 - awarded to Texas Meter and Device Company, LLC, for one (1) year, with the option for four (4) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $2,636,000.00).
E. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, for approval of a pre-qualified professional services list and qualified social services list for allocation of funding of the Emergency Solutions Grant CARES Act (ESG-CV); and providing an effective date (RFQ 7525).
F. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or his designee, to execute a Service Agreement with Christian Community Action, for allocation of funding from the Emergency Solutions Grant CARES Act (ESG-CV) as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7525-001 - Service Agreement for allocation of funding for the Emergency Solutions Grant CARES Act (ESG-CV) awarded to Christian Community Action, in the not-to-exceed amount of $197,926.00).
G. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or his designee, to execute a Service Agreement with Giving Hope, Inc., for allocation of funding from the Emergency Solutions Grant CARES Act (ESG-CV) as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7525-002 - Service Agreement for allocation of funding for the Emergency Solutions Grant CARES Act (ESG-CV) awarded to Giving Hope, Inc., in the not-to-exceed amount of $277,616.00.
H. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or his designee, to execute a Service Agreement with Grace Like Rain, Inc., for allocation of funding from the Emergency Solutions Grant CARES Act (ESG-CV) as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7525-003 -Service Agreement for allocation of funding for the Emergency Solutions Grant CARES Act (ESG-CV) awarded to Grace Like Rain, Inc., in the not-to-exceed amount of $292,993.00.
I. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or his designee, to execute a Service Agreement with The Salvation Army-Denton, for allocation of funding for the Emergency Solutions Grant CARES Act (ESG-CV) as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7525-004 - Service Agreement for allocation of funding for the Emergency Solutions Grant CARES Act (ESG-CV) awarded to The Salvation Army - Denton, in the not-to-exceed amount of $656,465.00.
J. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, extending the effective period of the declared state of local disaster; superseding and replacing the Tenth Order of Council of the City of Denton issued September 22, 2020 approved by Ordinance No. 20-1845, to provide additional requirements and guidance; confirming the expenditure of funds and authorizing the expenditure of additional funds; providing a repealer clause; and providing an effective date.
