T. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or their designee, to execute a Professional Services Agreement with Bird Advocacy and Consulting, Inc., to provide government relations services to the Denton County Transit Authority (DCTA) on behalf of the City of Denton, as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (File 7727 - Professional Services Agreement for government relations services awarded to Bird Advocacy and Consulting, Inc., for one (1) year, with the option for two (2) additional one (1) year extensions, in the total three (3) year not-to-exceed amount of $117,000.00).
U. Consider approval of a resolution of the City of Denton providing for removal for cause of Cyndell Addison, member of the Health and Building Standards Commission, in accordance with Article XIV, Section 14.16 of the Denton City Charter; providing notice; and providing an effective date.
V. Consider approval of a resolution of the City of Denton providing the May 31, 2021 meeting absence of Airport Advisory Board Member Dominique Beachum be excused; and declaring an effective date.
A. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, extending the effective period of the declared state of local disaster to September 30, 2021; providing a repealer clause; and providing an effective date.
B. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, promulgating the Thirteenth Order of Council of the City of Denton, superseding and replacing the Twelfth Order of Council of the City of Denton issued March 16, 2021 approved by ordinance No. 21-432; authorizing the expenditure of additional funds; providing a repealer clause; and providing an effective date.
C. Consider adoption of an ordinance of the City of Denton, Texas, amending the fiscal year 2020-2021 budget and annual program of services of the City of Denton to allow for adjustments to the Customer Service Fund of one hundred twenty-five thousand dollars ($125,000) for the purpose of increasing funding for the P.L.U.S. One Utility Assistance Program administered by Interfaith Ministries; declaring a public purpose; providing a severability clause, an open meetings clause and an effective date.
D. Consider adoption of an ordinance of the City of Denton providing for the indefinite closure of a portion of Frame Street and East Oak Street adjacent to the Denton Police Department Headquarters property from E. McKinney Street to Exposition Street; and providing for an effective date.
E. Consider approval of a resolution of the City of Denton appointing a Primary Member and Alternate Member as official voting representatives to the current unexpired terms to the North Central Texas Council of Governments’ Regional Transportation Council; and providing an effective date.
F. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute with Our Daily Bread, Inc. a Management Services and Operating Agreement to manage and operate the facility located at 909 N. Loop 288 to provide services to people experiencing, or at risk of experiencing, homelessness; providing for the expenditure of funds therefor; and providing an effective date.
G. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute with Our Daily Bread, Inc. a Termination Agreement providing for the termination of the lease for 300 S. Woodrow Lane, and the extension and termination of the agreement for enhanced shelter services provided at such leased property; providing for the expenditure of funds therefor; and providing an effective date.
H. Consider nominations and appointments to the Downtown Denton Tax Increment Financing Reinvestment Zone No. One Board (Downtown TIRZ).
I. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or their designee, to execute a contract with Hammett Excavation, Inc., for the construction of the Public Disposal Facility for the Solid Waste & Recycling Department; providing for the expenditure of funds therefor; and providing an effective date (CSP 7568 - awarded to Hammett Excavation, Inc., in the not-to-exceed amount $2,526,832.34). The Public Utilities Board recommends approval (5 - 0).
J. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or their designee, to execute a contract with Hammett Excavation, Inc., for construction of the Perimeter Landfill Gas Header, Perimeter Road, and Waterline Extension for the Solid Waste & Recycling Department; providing for the expenditure of funds therefor; and providing an effective date (CSP 7567 - awarded to Hammett Excavation, Inc., in the not-to-exceed amount $3,641,940.06). The Public Utilities Board recommends approval (5 - 0).
K. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or their designee, to execute a Tender Agreement with Travelers Casualty and Surety Company and Mountain Cascade of Texas, LLC for completion of the construction of the North/South Water Main Phase III Project for the City of Denton, with geographical limits from I-35E Service Road North along Bonnie Brae To Panhandle, for completion of the previous construction contract for said project with S & J Construction Co., Inc. approved by City Council on February 18, 2020, and replacing S & J Construction Co., Inc. with Mountain Cascade of Texas, LLC as completion contractor as set forth in said Tender Agreement; providing for the receipt and expenditure of funds therefor; and providing an effective date (File 7200-1 - Tender Agreement to accept receipt of contract shortfall in the amount of $1,907,041.84 from Travelers Casualty and Surety Company, and expenditure to Mountain Cascade of Texas, LLC in the not-to-exceed amount of $3,963,902.04).
