After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, March 6, 2013 at 06:18 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, March 6, 2013 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

A. February 20, 2013

3. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Preliminary Plat of Lots 1 & 2, Block A of the Old Mill Village Addition.  The subject property is approximately 2.384 acres in size and is generally located between McKinney Street and Hickory Street, west of Railroad Avenue.  The property is located in a Downtown Commercial General (DC-G) zoning district.  (PP12-0014, Old Mill Village, Ron Menguita)

B. Preliminary Plat of 244 single-family detached lots and four non-residential lots, being 3.280 acres located in Lot 1, Block 14 of the Villages of Carmel, Phase I and unplatted land. The subject property is approximately 51.257 acres in size and is generally located north of Pockrus Page Road, south of Edwards Road and east of Interstate 35 frontage road and west of Swisher Road within the Gideon Walker Survey, Abstract No. 1330. The property is located within a Neighborhood Residential 6 (NR-6) zoning district. (PP12-0018, Villages of Carmel, Phase 2 Addition, Erica Marohnic)

C. Final Plat of Lots 1 & 2, Block A of the Old Mill Village Addition.  The subject property is approximately 2.384 acres in size and is generally located between McKinney Street and Hickory Street, west of Railroad Avenue.  The property is located in a Downtown Commercial General (DC-G) zoning district.  (FP12-0024, Old Mill Village, Ron Menguita)

D. Final Plat of Lots 1 and 2, Block A of Roberts Partners Addition; being a replat of Lot 3, Block A of Anderson Addition, and being 3.532 acres of previously unplatted land being 7.391 acres in the H.B Williams Survey A-1417, Denton County, Texas. The 7.391 acre site is located north of Hartlee Court, south of Woodhill Road, and east of Hartlee Road. The property is located in the City of Denton Extraterritorial Jurisdiction (ETJ). 4. PUBLIC HEARINGS:

A. Hold a public hearing and consider a Final Plat for Glenwood Village Addition; being a residential replat of Lots 1 and 2, Block 1 of the Kenas Additions,  and unplatted lands situated within the Gideon Walker Survey, Abstract No. 1330.  The approximately 23.455 acre property is generally located south Pockrus Page Road, east of the Interstate 35 frontage road and west of Cattail Lane.  The property is located within a Neighborhood Residential 6 (NR-6) zoning district.  (FR12-0022, Glenwood Village, Erica Marohnic)

B. Hold a public hearing and consider making a recommendation to City Council regarding the rezoning of approximately 6.963 acres of land from a Regional Center Commercial Downtown (RCC-D) zoning district to a Regional Center Residential 2 (RCR-2) zoning district. The site is located on the north and east sides of Shoreline Drive, west of Unicorn Lake Boulevard.  (Z12-0012, Unicorn Lake Multifamily Development, Cindy Jackson)

C. Hold a public hearing and consider making a recommendation to City Council regarding a Comprehensive Plan Amendment from Employment Center Future Land Use to Neighborhood Centers on approximately 8.830 acres of land.  The subject property is generally located East of University Drive (US 380) and North of Loop 288. (CA12-0004, Spring Valley Estates, Nana Appiah). This item is continued from the February 6, 2013 meeting.

D. Hold a public hearing and consider making a recommendation to City Council regarding a Comprehensive Plan Amendment from Employment Center Future Land Use to Existing Land Use on approximately 8.830 acres of land.  The subject property is generally located East of University Drive (US 380) and North of Loop 288. (CA12-0004, Spring Valley Estates, Nana Appiah)

E. Hold a public hearing and consider making a recommendation to City Council regarding a rezoning from Employment Center Industrial (EC-I) to a Neighborhood Residential 3 (NR-3) zoning district on approximately 8.830 acres.  The subject property is generally located East of University Drive (US 380) and North of Loop 288. (Z12-0009, Spring Valley Estates, Nana Appiah) This item is continued from the February 6, 2013 meeting.

F. Hold a public hearing and consider making a recommendation to City Council regarding a zoning change request from a Rural Residential (RD-5) zoning district to an Employment Center Industrial (EC-I) zoning district for approximately 27.76 acres of land, located north of University Drive and west of Masch Branch Road, and legally described as Lot 2, Block 1 of the Marriott Gardens Addition.  (Z12-0014, Masch Branch Rezoning, Ron Menguita)

6. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act,            respond to inquiries from the Planning and Zoning Commission or the public with specific           factual information or recitation of policy, or accept a proposal to place the matter on the           agenda for an upcoming meeting.

Hold a public hearing and consider making a recommendation to City Council regarding a rezoning from Employment Center Industrial (EC-I) to a Neighborhood Residential 3 (NR-3) zoning district on approximately 8.830 acres.  The subject property is generally located East of University Drive (US 380) and North of Loop 288. (Z12-0009, Spring Valley Estates, Nana Appiah) This item is continued from the February 6, 2013 meeting.
