After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, January 11, 2012 at 05:09 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

WORK SESSION

Agenda Backup

1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

2. Receive a report, hold a discussion, and give staff direction on the status of inactive subdivision plats. (Brian Lockley)

3. Discuss topics for an upcoming work session that will be dedicated as a refresher course for Commissioners and staff.  Some suggested topics include requirements for conducting meetings; the prescribed method for soliciting and handling citizen comments, both oral and written; suggestions for allowing room for reflection and thoughtful discussion before a vote is called; legal requirements for handling an Item for Individual Consideration; and the difference between "tabling" and "continuing" and item.  (Mark Cunningham)

4. Discuss topics for an upcoming Joint City Council/Planning and Zoning Commission Work Session.  (Mark Cunningham)

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, January 11, 2012 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

3. CONSENT AGENDA:  Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Final Plat of the Unicorn Lakes Estates Addition, Phase 1.  The approximately 0.7198 acre property is located north and northwest of Clubhouse Drive, south of Wind River Lane and east of Lillian Miller Parkway within the B. Lewis Survey Abstract No. 769.  The property is located within a Neighborhood Residential Mixed Use 12 (NRMU-12) zoning district. (FP11-0010, Unicorn Lakes Estates Addition, Phase 1, Erica Marohnic)

B. Final Plat of the Unicorn Lakes Estates Addition, Phase 2.  The approximately 16.3 acre property is located north and northwest of Clubhouse Drive, south of Wind River Lane and east of Lillian Miller Parkway within the B. C. D. 4. ITEMS FOR INDIVIDUAL CONSIDERATION:

A. Consider approval of a variance to Section 35.20.4.G of the Denton Development Code regarding separation of driveways standards and a variance to Section 35.20.4.H regarding corner clearance standards.  The 1.32 acre site is located at the southwest corner of Dallas Drive and Smith Street and is located within a Downtown Commercial General (DC-G) zoning district.  (V09-0014, Purvis Industries, Ron Menguita)

5. PUBLIC HEARINGS:

A. Hold a public hearing and consider a Final Plat of Lots 1R, 2R and 3R, Block 2 of the John A. Hann Addition; being a replat of Lot 1, Lot 2 and Lot 3, Block 2 of the John A. Hann Addition and an unplatted tract of land.  The approximately 0.994 acre property is generally located at the southwest corner of Hann Street and Oakland Street.  The property is located within a Downtown Residential 2 (DR-2) zoning district.  (FR11-0007, Hann Addition, Ron Menguita)

B. Hold a public hearing and consider a final plat of Lot 1A, Eagle Village Addition, being a replat of Lot 1, Eagle Village Addition and Lots 2-9, Block B, Paul Hamilton Addition.  The 6.814 acre site is located on the west side of Carroll Boulevard, and the east side of Cleveland Street.  The property is located within a Downtown Commercial General (DC-G) zoning district.  (FR11-0019, Eagle Village, Phase II, Cindy Jackson)
