After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, February 20, 2013 at 06:20 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, February 20, 2013 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

1. PLEDGE OF ALLEGIANCE:

B. Texas Flag "Honor the Texas Flag - I pledge allegiance to thee, Texas one state under God, one and indivisible."

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

A. February 6, 2013

3. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Preliminary Plat of Windhaven Addition, Bock A, Lots 1-19, Lot 1X and Lot 19X; Block B, Lots 1-22; Block C, Lots 1-5 and Lot 2X; Block D, Lots 1 and 2; and Block E, Lots 1-20, Lot1X, Lot 6X and Lot 12X.    The approximately 19.69 acres is located on the west side of Teasley Lane, between Hickory Creek Road to the north and Montecito Drive to the south.  The property is located within two (2) zoning districts; Community Mixed Use General (CM-G) and Neighborhood Residential 6 (NR-6). B. Final Replat of Lot 2R, Block 9 of the College Addition, being a replat of Lot 2, Block 9 of the College Addition.  The approximately 0.12 acre site is located at the northeast corner of Mulberry Street and Avenue A.  The property is located within a Downtown Commercial General (DC-G) zoning district.  (FR12-0018, College Addition, Johnna Matthews)

C. Final Plat of Lot 1R, Block 1 of a part of Block 1 of G.M Greenlee Addition; being a replat of a part of Lot 1, Block 1 of G.M Greenlee Addition. The 0.39 acre site is located on the southeastern corner of Avenue A and Greenlee Street. The property is located in a Downtown Commercial General (DC-G) zoning district. D. Final Plat of Lot 1-R of Denton R.V Storage Addition; being a replat of Lot 1 of Denton Storage Addition. The 10.618 acre site is located north of Trail Road and east of Green Valley Circle. The property is located in the City of Denton Extraterritorial Jurisdiction (ETJ). (FR12-0025, Denton RV Storage Place Addition, Nana Appiah)

E. Final Plat of Lot 1, Block A of the Inland Truck Parts Addition.  The subject property is approximately 7.510 acres in size and is generally located south of Elm Street, north of Loop 288 and east of Interstate 35.  The property is located in a Regional Center Commercial Downtown (RCC-D) zoning district.  (FP12-0030, Inland Truck Parts, Nana Appiah)

4. PUBLIC HEARINGS:

A. Hold a public hearing and consider making a recommendation to City Council regarding a Specific Use Permit (SUP) to allow a "Basic Utility;" a DME Substation.  The approximately 8.75 acre property is located on the west side of Loop 288 and directly east of Audra Meadows, Phase 2 Subdivision.  The site is located within a Neighborhood Residential Mixed Use 12 (NRMU-12) zoning district. 6. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act,            respond to inquiries from the Planning and Zoning Commission or the public with specific           factual information or recitation of policy, or accept a proposal to place the matter on the           agenda for an upcoming meeting.

A. Response to January 23, 2013 Planning and Zoning Commissioner question.
