After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, February 6, 2013 at 06:21 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, February 6, 2013 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

A. January 23, 2013

3. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Preliminary Plat of Lots 1 and 2 of the Woodlands Addition.  The subject property includes approximately 43.7 acres and is generally located at the southwest corner of Mingo Road and Nottingham Drive.  The property is located within two (2) zoning districts; Neighborhood Residential Mixed Use (NRMU) and Neighborhood Residential 6 (NR-6).  (PP12-0012, The Woodlands Addition, Johnna Matthews)

B. Consider approval of a Conveyance Plat of Lot 1 and 2, Block A of the Keck Addition.  The approximately 0.838 acre site is located on the south side of Orr Street, west of Elm street, and east of Bolivar Street.  A portion of the property is located in a Neighborhood Residential 3 (NR-3), and Neighborhood Residential Mixed Use (NRMU) zoning district. 4. PUBLIC HEARINGS:

A. Hold a public hearing and consider making a recommendation to City Council regarding a Comprehensive Plan Amendment from Employment Center Future Land Use to Neighborhood Centers on approximately 8.830 acres of land.  The subject property is generally located East of University Drive (US 380) and North of Loop 288. (CA12-0004, Spring Valley Estates, Nana Appiah). This item will be continued until March 6, 2013.

B. Hold a public hearing and consider making a recommendation to City Council regarding a rezoning from Employment Center Industrial (EC-I) to a Neighborhood Residential 3 (NR-3) zoning district on approximately 8.830 acres.  The subject property is generally located East of University Drive (US 380) and North of Loop 288. (Z12-0009, Spring Valley Estates, Nana Appiah). This item will be continued until March 6, 2013.

C. Hold a public hearing and consider making a recommendation to City Council regarding a Detailed Plan to allow a 6,816 square-foot building for new auto parts  sales on property located within the Wheeler Ridge Planned Development District (PD-176).  The subject site is located at the southeast corner of Teasley Lane (FM 2181) and Robinson Road.  (PDA12-0005, O’Reilly Auto Parts, Nana Appiah)

6. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act,            respond to inquiries from the Planning and Zoning Commission or the public with specific           factual information or recitation of policy, or accept a proposal to place the matter on the           agenda for an upcoming meeting.
