After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, August 28, 2013 at 05:04 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

WORK SESSION

1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

2. Hold a discussion regarding the zoning case (Z13-0003) and Specific Use Permit (S13-0001) requested by Denton Area Teacher’s Credit Union (DATCU), for their proposed corporate headquarters located at the southwest corner of Teasley Lane and Pennsylvania Drive. (Johnna Matthews)

3. Hold a discussion concerning recommended general obligation capital improvements. (P.S. Arora)

4. Hold a discussion, and give staff direction regarding the consolidation of the Central Business District boundary and the Downtown Implementation Plan boundary and recommendations on the handling of properties that would fall outside of these former  boundaries. (Brian Lockley)

5. Receive a report, hold a discussion, and give staff direction concerning amending Section 35.13.7.B.2. of the Denton Development Code regarding landscape maintenance standards. (Nona E. Muncie)

REGULAR MEETING

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, August 28, 2013 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

A. August 14, 2013

3. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Consider and take appropriate action on request for a Final Replat to create two lots.  The subject property is located at 1115 Duncan Street, further described as 3.16 acres of land in the S.C. Hiram Survey, Abstract No. 616, in the City of Denton, Denton County, Texas and all of Lot 4, Block A of the Shady Oaks Industrial Park Addition recorded in Volume 2, Page 55, Denton County Texas and subsequently renamed "Expressway Industrial Park" by re-dedication in Volume 492, Page 54, deed records, Denton County, Texas. 4. PUBLIC HEARINGS:

A. Hold a public hearing and consider making a recommendation to City Council concerning an Alternative Development Plan for an Environmentally Sensitive Area (ESA) Plan.  The 3.71 acre site is located at the northeast corner of E. University Drive and Loop 288 within an Employment Center Industrial (EC-I) zoning district.  (ADP13-0004, Loop 288 & University, Cindy Jackson) This item was continued from the July 24, 2013 meeting.  Staff is requesting for this item to be continued to the November 6, 2013 Planning and Zoning Commission Meeting.

B. Hold a public hearing and consider making a recommendation to the City Council regarding the rezoning of approximately 10.112 acres from a Neighborhood Residential 2 (NR-2) zoning district and use classification to a Neighborhood Residential Mixed Use (NRMU) zoning district and use classification, with an overlay.  The property is located at the southwest corner of Teasley Lane and Pennsylvania Drive.  (Z13-0003, DATCU Corporate Headquarters, Johnna Matthews)  This item was continued from the July 24, 2013 Planning and Zoning Commission Meeting.

C. Hold a public hearing and consider making a recommendation to the City Council regarding a Specific Use Permit (SUP) to allow an initial 51,200 square foot office building, with expansions proposed in the future, within a proposed Neighborhood Residential Mixed Use (NRMU) zoning district.  The approximately 10.112 is located at the southwest corner of Teasley Lane and Pennsylvania Drive.  (S13-0001, DATCU, Johnna Matthews)  This item was continued from the July 24, 2013 Planning and Zoning Commission Meeting.

5. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
