After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, August 14, 2013 at 05:02 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

2. Hold a discussion, and give staff direction regarding the zoning case (Z13-0003) and Specific Use Permit (S13-0001) requested by Denton Area Teacher’s Credit Union (DATCU), for their proposed corporate headquarters located at the southwest corner of Teasley Lane and Pennsylvania Drive. 3. Hold a discussion concerning recommended general obligation capital improvements.

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, August 14, 2013 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

3. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Final Plat of The Preserve at Pecan Creek, Section N, Phase 3A.  The approximately 6.940 acre property is located wholly west of Lakeview Boulevard, north of Desert Willow Drive, and east of Knoll Pines Road within the W.D. Durham Survey, Abstract No. 1330.  The property is located within The Preserve at Pecan Creek Planned Development (PD-132) zoning district.  (FP13-0008, The Preserve at Pecan Creek, Section N, Phase 3A, Mike Bell)

B. Final Plat of The Preserve at Pecan Creek, Section N, Phase 3C.  The approximately 0.534 acre property is located wholly west of Lakeview Boulevard, north of Desert Willow Drive, and east of Knoll Pines Road within the Gideon Walker Survey, Abstract No. 1330.  The property is located within The Preserve at Pecan Creek Planned Development (PD-132) zoning district.  (FP13-0009, The Preserve at Pecan Creek, Section N, Phase 3C, Mike Bell)

C. D. Preliminary Plat of Country Lakes North. The approximately 208.262 acre property is located at the southeast corner of the intersection of Old John Paine Road and Johnson Road within the William Smith Survey, Abstract Nos. 1182 & 1187; the Mary Smith Survey, Abstract No. 1181; the Spencer Graham Survey, Abstract No. 468; the Jesse Gazaway Survey, Abstract No. 480 and the B.B.C. & C.R.R. E. Preliminary Plat of Lot 1, Block A of the Texas Farm Bureau Addition.  The subject property is approximately 1.917 acres in size and is generally located at the northeastern corner of University Drive (US 380) and Spring Valley Drive. F. Final Plat of Lot 1, Block A of the Texas Farm Bureau Addition.  The subject property is approximately 1.917 acres in size and is generally located at the northeastern corner of University Drive (US 380) and Spring Valley Drive. 4. PUBLIC HEARINGS:

A. Hold a public hearing and consider a final replat of Lot 48R, Block B, The Hills of Argyle, Phase 2, being a residential replat of Lot 48, Block B, The Hills of Argyle.  The 2.414 acres site is located at the northwest corner of the intersection of Brush Creek Road and Argyle Lane.  The property is located within a Neighborhood Residential 1 (NR-1) zoning district.  (FR13-0005, Hills of Argyle, Cindy Jackson)

B. Hold a public hearing and consider making a recommendation to City Council concerning an Alternative Development Plan for an Environmentally Sensitive Area (ESA) Plan.  The 3.71 acre site is located at the northeast corner of E. University Drive and Loop 288 within an Employment Center Industrial (EC-I) zoning district.  (ADP13-0004, Loop 288 & University, Cindy Jackson) Staff is requesting for this item to be continued to the August 28, 2013 Planning and Zoning Commission meeting.

5. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act,            respond to inquiries from the Planning and Zoning Commission or the public with specific           factual information or recitation of policy, or accept a proposal to place the matter on the           agenda for an upcoming meeting.
