After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, September 25, 2013 at 05:17 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

2. Receive a report; hold a discussion and give staff direction regarding topics of mutual interest for a joint City Council and Planning and Zoning Commission meeting. (Brian Lockley)

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, September 25, 2013 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

3. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Preliminary Plat of the Summer Oaks Addition.  The approximately 26.6716 acre site is located on the north side of Paisley Street, approximately 130 feet east of Mack Drive, approximately 250 feet west of Pace Drive, and north of the Robert E. Lee Elementary School.  The property is located within a Neighborhood Residential 4 (NR-4) zoning district. (PP13-0007, Summer Oaks Addition, Michele Berry)

B. Final Plat of Windhaven. The approximately 17.674 acre property is located on the west side of Teasley Lane, north of Acorn Bend and approximately 1,200 feet south of Hickory Creek Road, within the S.A. Venters Survey, Abstract 1315.  The property is located within a Neighborhood Residential 6 (NR-6) zoning district. (FP12-0011, Windhaven, Michele Berry)

C. Final plat of Lot 6, Block 1, Rancho Vista Addition.  The 1.137 acre site is located on the north side of Emery Drive, approximately 790 feet east of Bonnie Brae, within the R. Beaumont Survey, A-31.  The property is located within a Commercial Mixed Use General (CM-G)) zoning district.  (FP13-0016, Rancho Vista Addition, Cindy Jackson)

D. Final Plat of the Country Lakes West Phase One. The approximately 21.954 acre property is located north of Crawford Road and on the west side of John Paine Road within the BBB & CRR Survey, Abstract No. 158.  The property is located within a Planned Development (PD-174) zoning district. E. Final Plat of the Villages of Carmel, Phase 2B.  The approximately 22.423 acre site is located on the north side of Camino Real Trail, approximately 600 feet south of Edwards Road, within the Gideon Walker Survey, A-1330.  The property is located within a Neighborhood Residential 6 (NR-6) zoning district.  (FP13-0010, Villages of Carmel 2B, Mike Bell)

4. PUBLIC HEARINGS:

A. Hold a public hearing and consider making a recommendation to City Council regarding a rezoning of approximately 75.3 acres from Neighborhood Residential 2 (NR-2) to a Neighborhood Residential 3 (NR-3) zoning district and land use designation.  The subject property is generally located on the south of Ryan Road, north of the Kansas City Southern Railroad, approximately 950 feet east of FM1830 and approximately 800 feet west of Forrestridge Road. 5. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
