1. Clarification and discussion of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

2. Discuss a report regarding the Mayhill Road Widening Project and I-35 Widening Projects. (John Davis)

3. Discuss a report regarding the approval process of CIP Infrastructure Projects. (John Davis)

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, August 5, 2015 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

3. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Consider a Preliminary Plat of Prominence Square, Phases IIA and IIB. The approximately 17.907 acre property is generally located on the southwest corner of Prominence Parkway and Mayhill Road within the M.E.P. & P.R.R. Survey, Abstract No. 1469. The property is located within Neighborhood Residential 3 (NR-3), Neighborhood Residential 4 (NR-4), and Neighborhood Residential 6 (NR-6) zoning districts.  (PP15-0011, Prominence Square Phases IIA & IIB, Mike Bell)

B. Consider a Preliminary Plat of the Haghighi Addition. The approximately 3.25 acre property is generally located on the east side of Fort Worth Drive (US 377), approximately 350 feet north of East Mission Street, within the William Daniel Survey, Abstract No. 378.  The subject property is located within an Employment Center Industrial (EC-I) zoning district. C. Consider a Preliminary Plat of Lot 1, Block 1 of the Mission Street Addition. The approximately 0.95 acre property is generally located on the southwest corner of Fort Worth Drive (US 377) and Mission Street within the Daniel Survey, Abstract No. 378.  The property is located within an Employment Center Commercial (EC-C) zoning district.  (PP15-0018, Mission Street Addition, Ross Culbertson)

D. Consider a Conveyance Plat of the North Lakes Shopping Center. The approximately 16.534 acre property is generally located at the northeast corner of West University Drive (US 380) and North Bonnie Brae Street, within the Robert Beaumont Survey, Abstract No. 31. The subject property is located within a Community Mixed Use General (CM-G) zoning district. (CV15-0003, North Lakes Shopping Center, Mike Bell)

E. Consider a Preliminary Plat of Sherman Crossing, Phase 2A. The approximately 39.78 acre property is generally located on the north side of Hercules Lane, approximately 600 feet west of Sherman Drive (FM 428), within the S. McCracken Survey, Abstract No. 817. The property is located within a Neighborhood Residential 6 (NR-6) zoning district. (PP15-0020, Sherman Crossing Phase 2A, Mike Bell)

F. Consider a Final Plat of Ryan Meadows, Phase I. The approximately 37.570 acre property is generally located on the south side of Ryan Road, approximately 900 feet east of Country Club Road, within the James W. G. Consider a Preliminary Plat of the Sprouts Addition.  The approximately 15.06 acre property is generally located at the northwest corner of Teasley Lane (FM 2181) and Hickory Creek Road within the Eli Pickett Survey, Abstract No. 1018.  The property is located within a Community Mixed Use General (CM-G) zoning district. 4. ITEM FOR INDIVIDUAL CONSIDERATION:

A. Consider approval of an Alternative Development Plan (ADP) to allow for a loading area associated with a retail shopping center to be located within 50 feet of a residentially zoned property.  The subject property is generally located at the northwest corner of Teasley Lane (FM 2181) and Hickory Creek Road within a Community Mixed Use (CM-G) zoning district. 5. PUBLIC HEARINGS:

A. Consider a Final Replat of Lots 5R-1 and 5R-2, Block A of the B.F.E. Systems Addition. The approximately 8.678 acre property is generally located on the north side of Blagg Road, approximately 900 feet west of Lakeview Boulevard. The subject property is located within a Neighborhood Residential 6 (NR-6) zoning district. (FR15-0008, B.F.E. Systems, Ross Culbertson)

B. Hold a public hearing and consider making a recommendation to City Council regarding a rezoning request from Neighborhood Residential 3 (NR-3) to Neighborhood Residential 6 (NR-6) on approximately 10.4 acres, located south of Westward Street and approximately 35 feet east of Crestmeadow Street. (Z15-0006, Westward Estates, Julie Wyatt) The applicant has requested to continue this item.

C. Hold a public hearing and consider making a recommendation to the City Council regarding an amendment to Section 35.13.7.A.7.e of the Denton Development Code pertaining to acceptable uses of Tree Fund. (DCA15-0001, Tree Code Amendment, Haywood Morgan)

6. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
