After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, February 5, 2014 at 05:18 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

2. Receive a report and hold a discussion regarding the development status of the Rayzor Ranch Town Center project. (Erica Marohnic)

3. Receive a report, hold a discussion and give staff direction regarding amending Subchapter 35.5.7.3 of the Denton Development Code, "General Regulations", specifically by amending the Maximum Floor Area Ratio in the Industrial Center - General zoning district from 0.4 to 1.0, amending the maximum lot coverage from 90 to 80 percent, amending the minimum landscape area from 10 to 20 percent and amending other sections related thereto throughout the rest of the Denton Development Code. REGULAR MEETING

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, February 5, 2014 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

3. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Final Plat of the Windhaven Addition.  The approximately 17.674 acre property is generally located on the east side of Teasley Lane, approximately 1,200 feet south of Hickory Creek Road and 200 feet north of Montecito Drive in the S.A. Venters Survey, Abstract 1315, City of Denton, Denton County, Texas.  The property is located within the Neighborhood Residential 6 (NR-6) zoning district. (FP13-0011, Windhaven, Michele Berry)

B. Preliminary Plat of Lots 1-X, Block A, Lots 62-86, 34-X, Block C, Lots 87-97, 88-X, Block D of Section 25-1 of Robson Ranch Planned Development District (PD 173).  The 13.31 acre site is located west of Ed Robson Boulevard and north of Robson Ranch Road.  (PP13-0013, Robson Ranch Section 25-1, Nana Appiah)

C. E. Conveyance Plat of Lot 2, Block 5 of the Rayzor Ranch Town Center Addition. The 16.814 acre site is located at the southeast corner of the intersection of Interstate 35 (I.H. 35) and U.S. 380 (University Drive) within the B.B.B. & C.R.R Survey, Abstract No. 192. F. Final plat of Lots 1R, Block A, Highway 380-Racetrac Addition, being a replat of Lot 2A, Rayzor Ranch Conveyance Plat, Lot 1, Block A, Highway 380-Racetrac Addition and approximately 2.103 acres of unplatted land.  The 4.18 acre site is located on the north side of W. University, approximately 900 feet east of the intersection of W. 4. ITEMS FOR INDIVIDUAL CONSIDERATION:

A. Consider approval of a six-month extension of the Final Plat for the Yorlum Addition (FP11-0002).  The approximately 19.614 acre property is located on the east side of Masch Branch Road, approximately 971 feet south of the intersection of Masch Branch Road and U.S. 380/W. University Drive within the William Bryan Survey, Abstract No. 148.  The property is located within an Industrial Center Employment (IC-E) zoning district.  (PE13-0007, Yorlum Addition, Cindy Jackson)

5. PUBLIC HEARING:

A. Hold a public hearing and consider making a recommendation to City Council regarding a rezoning of an approximately 54.25 acre tract of land: specifically by rezoning 30.56 acres from Neighborhood Residential Mixed Use (NRMU) with conditions to a Neighborhood Residential 6 (NR-6) zoning district with overlay conditions and, amending overlay conditions on the remaining 23.57 acres of the site which will remain as NRMU.  The subject property is generally located at the northwest corner of Ryan Road and Teasley Lane. 6. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
