WORK SESSION
1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.
2. Future Agenda Item Requests:
b. NR-2 Maximum Lot Coverage
Lockley stated the first is a follow up on 2012 bond package. the second was a request by commissioner. Lockley introduced Menguita. Menguita provided 11x17 handout materials to Commissioners. Exhibits 2 provided, from staff that prepared it for the capital bond that goes before in November. Thhey have provided proposed area of projects listed for that proposal. Included in backup was memo describing what 2012 as done and where we are with the 2012 bond. This was passed in 2012 looking at another in 2014 for street projects. Dont have map as where we are with current bond, will get that to you soon. Do have 2014 proposed street segments. Was hoping to have 2012 map, but have provided list of those completed and those for near future projects.
Schaake how does this work, some have red and some have blue. Menguta the maps in front of you are 2014 proposed bond package, the segments where the money if passed would be spent. Schaake blue? Menguita that is red. The red is all of street segments proposed for inclusion in 2014 Taylor the presentation included BBrae being worked, but not separate. Something something, thought included, Menguita okay, schaake no. Menguita if it is not on there i need to follow up with streets depts. I know Taylor has requested overall map as to where street depts is for overall city, I dont have that info, only the 2014 one. Conner would Randy Robinson know, Menguita yes. THER WAS PREFVIOUS DISCUSSION. Strange there is mopre blue than red do we have percent how mmuch is red vs blue in the bond, 10-20% of need etc? Menguiat yes I have that. red is 28% if those segments. Strange red being taken care of? MEnguita yes. Strange 72% is blue, ron to clarify yes. Taylor Windsor is shown in blue but we have funded that, so it isnt all that is left, somoe funded but dont know what is left.
Conner agreed. Menguita we are working gon that map. Schaake i thought Bonnie B being widen. Menguita between 35/380 yes. jean that is a separate project. at the time widened will be resurfaced. Menguita yes. Schaake so if in blue wouldnt necessarily being taken care of. Taylor yes that is another thing to be worke don in this map. Lockely blue is streets in city need to be repaired despite them being funded etc. Now as taylor state dwhich are funded per pervious capital plan, which one to do recently, and which ones for larger development, etc. those are apart of a plan. Conner how much? Ron 24 million. BRiggle design standards; driving along windsor noticed there is somoethingg with bike lane, looks great. There are signs but nothing on the pavement, got me wondering about ashtoe standards. called marty ratsheel at city of boulder, they wree talking about natoes standards, more comprehensive standards on how to build a roadway. boston and brownsville ahve adopted these standards as well
Since were going to be tearing up these streets in next few years, this might be good time to review design standards. Wondering if Nacto is the right fit for our streets. Menguita- also updating the mobility plan as well which will update thhe cross sections and different types of the streets, whcih will give time to make changes. Briggle okay. Would that come before us, CC or traffic? Menguita I am not sure, probably befor eyou as a presentation, and will have public input as well. We are currently working on that as we speak. Taylor in bike pllan it says should consider nastoew and ashto standards. It has been over year since we have seen design standards and street standards intersection standards Menguiuta did ps present that. Strange think so. Menguita okay, ps annd earl. Taylor- we had session and provided feedback, and those proposed standards were adtopted and never came back for us for further work.
Menguita development and bike code, taylor would be good to see traffic criteria before us again. Menguita i will get with staff to follow up on that and see where we are with that. Schaake it might be timely since the BikeZar is listed in newspaper. Commission agreed. Ron we have somme missinng pieces, there are going to be soe overlapping, in my discussion with staff a lot of things are changing. as far as schedule, increasing and fixing what needs to be fixed. Is there anything else this commisison needs from staff other than maps, to move forward with any decisions. No further discussion
