After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, February 18, 2015 at 04:59 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

2. Receive a presentation and hold a discussion on the correlation between Zoning, General Development Plans, and Platting.  (Mike Bell)

CLOSED MEETING

Following the completion of the Work Session, the City Council will convene in a Closed Meeting to consider specific items when these items are listed below under the Closed Meeting section of this agenda. When items for consideration are not listed under the Closed Meeting section of the agenda, the City Council will not conduct a Closed Meeting and will convene at the time listed below for its regular or special called meeting. The City Council reserves the right to adjourn into a Closed Meeting on any item on its Open Meeting agenda consistent with Chapter 551 of the TEXAS GOVERNMENT CODE, as amended, as set forth below.

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, February 18, 2015 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

3. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Consider a Preliminary Plat of the Parks Addition.  The approximately 8.101 acre property is generally located on the north side of W Oak Street, approximately 250 feet east of Thomas Street and 50 feet west of Fouts Street, within the E. Puchalski Survey, Abstract No. 996.  The property is located within a Neighborhood Residential 3 (NR-3) zoning district and the West Oak Area Historic District. (PP14-0012, Parks Addition, Mike Bell)

B. Consider a Final Plat of the Parks Addition.  The approximately 8.101 acre property is generally located on the north side of W Oak Street, approximately 250 feet east of Thomas Street and 50 feet west of Fouts Street, within the E. Puchalski Survey, Abstract No. 996.  The property is located within a Neighborhood Residential 3 (NR-3) zoning district and the West Oak Area Historic District. C. Consider a Final Replat of Lot 1R, Block A, Section 3 of the Timbers Apartments Addition.  The approximately 2.519 acre property is generally located on the east side of Ruddell Street, approximately 950 feet south of E University Drive (U.S. 380) and 1,150 feet north of Mingo Road, within the Wm. Crenshaw Survey, Abstract No. 318.  The property is located within a Downtown Residential 2 (DR-2) zoning district. (FR14-0008, Ruddell Street Holdings, Mike Bell)

D. Consider a Final Replat of Lots 1R1 - 1R3, Block A, of the Corbin Road Industrial Park.  The approximately 13 acre property is generally located 750 feet south of the intersection of Shelby Lane and Dakota Lane, within the T.W. Daugherty Survey, Abstract No. 357.  The property is located within an Industrial Center General (IC-G) zoning district. (FR14-0014, Corbin Road Industrial Park, Mike Bell)

E. Consider a Final Plat of the Bone Daddy’s Denton Addition.  The approximately 2.194 acre property is generally located west of North Interstate 35 East, on the northwest corner of North Interstate 35 East and Wind River Lane, within the M.E.P. & P.R.R. Company Survey, Abstract No. 950.  The property is located within a Regional Center Commercial Downtown (RCC-D) zoning district and the Alternative Environmentally Sensitive Area Plan approved by Ordinance 2006-138. 4. ITEM FOR INDIVIDUAL CONSIDERATION:

A. Consider making a recommendation to City Council regarding a Specific Use Permit (SUP) to allow for expansion of the Municipal Solid Waste Landfill and associated Solid Waste and Recycling ground services operations and equipment storage on the proposed 148.0 acre SUP tract. The subject property is located north of Spencer Road, on the east side of Mayhill Road, and is owned by the City of Denton. (S13-0007, Municipal Landfill Expansion, Mike Bell)  This item was continued from the January 21, 2015, Planning and Zoning Commission meeting.

5. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
