After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, March 11, 2015 at 05:05 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

WORK SESSION

1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

2. Receive a report and hold a discussion on the development review process and recommended process improvement solutions. (Brian Lockley)

CLOSED MEETING

Following the completion of the Work Session, the City Council will convene in a Closed Meeting to consider specific items when these items are listed below under the Closed Meeting section of this agenda. When items for consideration are not listed under the Closed Meeting section of the agenda, the City Council will not conduct a Closed Meeting and will convene at the time listed below for its regular or special called meeting. The City Council reserves the right to adjourn into a Closed Meeting on any item on its Open Meeting agenda consistent with Chapter 551 of the TEXAS GOVERNMENT CODE, as amended, as set forth below.

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, March 11, 2015 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

A. February 18, 2015

3. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Consider a Final Plat of the Pro Care Collision Addition.  The approximately 3.418 acre property is generally located on the west side of Old Alton Road, at the intersection with F.M. 2181, within the Alexander E. Cannon Survey, Abstract No. 232.  The property is located partially within a Neighborhood Residential Mixed Use (NRMU) zoning district and partially within the Extraterritorial Jurisdiction of the City of Denton. B. Consider a Final Plat of Lot 1, Block A, of the Little Guys Movers Addition. The approximately 2.80 acre property is generally located on the east side of Fort Worth Drive (U.S. 377), approximately 185 feet north of Rich Street and within the William Daniel Survey, Abstract No. 378.  The property is located within an Employment Center Industrial Center (EC-I) zoning district. (FP15-0001, Little Guy Movers Lot 1, Mike Bell)

C. Consider a Final Plat of the Boaz Addition.  The approximately 17.73 acre property is generally located on the north side of Brush Creek Road, approximately 2,700 feet east from Fort Worth Drive, within the James Severe Survey, Abstract No. 1164.  The property is located within the Extraterritorial Jurisdiction of the City of Denton. D. Consider a Plat Vacation of Lot 1, Block 1 of the C.F. Martin Addition.  The approximately 1.33 acre property is generally located on the west side of South Elm Street, approximately 200 feet north of Eagle Road, within the William Loving Survey, Abstract No. 759.  The property is located within a Downtown Commercial - General (DC-G) zoning district. (PV15-0001, C.F. Martin Addition, Sophie Huemer)

E. Consider a Preliminary Plat of the Rayzor Ranch Town Center.  The approximately 99.759 acre property is generally located south of University Drive (US 380), approximately 1300 feet west of Bonnie Brae Street, within the B.B.B. & C.R.R. Survey, Abstract 192.  The property is located partially within a Regional Center Commercial - Downtown (RCC-D) zoning district and is located in the Rayzor Ranch Overlay District. 4. ITEM FOR INDIVIDUAL CONSIDERATION:

A. Consider a Final Replat of Lot 1R, Block A, Section 3 of the Timbers Apartments Addition.  The approximately 2.519 acre property is generally located on the east side of Ruddell Street, approximately 950 feet south of E University Drive (U.S. 380) and 1,150 feet north of Mingo Road, within the Wm. Crenshaw Survey, Abstract No. 318.  The property is located within a Downtown Residential 2 (DR-2) zoning district. (FR14-0008, Ruddell Street Holdings, Mike Bell) This item was tabled at the February 18, 2015 P&Z Meeting.

5. PUBLIC HEARINGS:

A. Hold a public hearing and consider making a recommendation to City Council regarding a rezoning of approximately 2.402 acres from Neighborhood Residential 2 (NR-2) to Community Mixed Use - General (CM-G). The subject property is generally located at the northeast corner of Teasley Lane and Robinson Road. (Z14-0025, Lakewood Square, Sophie Huemer)

B. Hold a public hearing and consider a Final Replat of Lot 18R, Block A, of the Oakhill Addition, Section Two; being a Residential Replat of Lot 18, Block A, of the Oakhill Addition, Section Two within the R. Beaumont Survey, Abstract No. 31.  The approximately 0.336-acre property is generally located on the north side of Oakhill Drive and approximately 535 feet west of North Carroll Boulevard.  The property is located within a Neighborhood Residential 3 (NR-3) zoning district. (FR14-0018, Oakhill Addition, Section Two, Lot 18, Julie Wyatt)

C. Hold a public hearing and consider making a recommendation to City Council regarding an initial zoning of Neighborhood Residential 4 (NR-4) on approximately 17.76 acres and Neighborhood Residential 6 (NR-6) on approximately 22.75 acres of land on a tract totaling 40.33 acres in size. The subject property is generally located on the west side of Cooper Creek Road, approximately 750 feet south of Silver Dome Road and 1,250 feet north of Fishtrap Road (Z14-0010, Windsor Oaks, Mike Bell).

D. Hold a public hearing and consider making a recommendation to City Council regarding a Specific Use Permit (SUP) for a Group Home on an approximately 0.391 acres of land generally located on the west side of N Elm Street near the intersection with Ferguson Street.  The subject property is located within a Downtown Commercial General (DC-G) zoning district (S14-0008, Wheeler House, Mike Bell).

6. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
