After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, May 6, 2015 at 05:01 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

2. Receive an update on the Better Block project. (Ron Menguita)

3. Discuss appointment of Planning and Zoning Commission as the Capital Improvements Advisory Committee. (Ron Menguita)

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, May 6, 2015 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

1. PLEDGE OF ALLEGIANCE:

A. U.S. Flag

B. Texas Flag       "Honor the Texas Flag - I pledge allegiance to thee, Texas one state under God, one and indivisible."

2. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Consider a Final Plat of The Villages of Carmel, Phase 4A. The approximately 17.455-acre subject property is generally located on the north side of Pockrus Page Road and east side of Monte Verde Way, within the Gideon Walker Survey, Abstract No. 1330.  (FP15-0005, Villages of Carmel Phase 4A, Mike Bell)

B. Consider a Plat Vacation of Lots 1-5, Block G of the Eastridge Addition, Third Section. The approximately 1.26-acre property is generally located on the northeast corner of East McKinney Street and Bellaire Drive, within the M. Yoachum Survey, Abstract No. 1442. The property is located within a Neighborhood Residential Mixed Use 12 zoning district with a Mixed Use Residential Protection Overlay (NRMU-12). 3. PUBLIC HEARINGS:

A. Hold a public hearing and consider a recommendation to City Council regarding a Specific Use Permit for a Basic Utility, a Denton Municipal Electric Substation, on approximately 7.3 acres located on the south side of McKinney Street, approximately 1,200 feet east of Mack Drive. The subject property is located within Neighborhood Residential Mixed Use (NRMU) and Neighborhood Residential Mixed Use 12 (NRMU-12) zoning districts. (S15-0003, DME McKinney Substation, Mike Bell)

B. Hold a public hearing and consider making a recommendation to City Council regarding a Specific Use Permit (SUP) for Multi-Family Dwellings. The approximately 6.93 acre site is generally located 605 feet west of South I-35E and 540 feet north of Wind River Lane. The subject property is located within a Regional Center Commercial Downtown (RCC-D) zoning district. (S15-0001, Elk Springs, Julie Wyatt)

C. Hold a public hearing and consider making a recommendation to City Council regarding a Rezoning Request from Regional Center Commercial Downtown (RCC-D) to Employment Center Industrial (EC-I) on Approximately 6.46 Acres, Located on the Southeast Corner of Worthington Drive and Schuyler Street. (Z15-0003, Medical Center Addition, Julie Wyatt)

4. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
