After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, August 19, 2015 at 05:31 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

WORK SESSION

1. Clarification and discussion of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

2. Receive a report and hold discussion regarding an amendment to the Denton Development Code regarding maximum lot coverage requirements for all residential zoning districts. (Ron Menguita)

3. Review of the Planning & Zoning Commission Project Matrix. (Munal Mauladad)

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, August 19, 2015 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

A. August 5, 2015

3. CONSENT AGENDA: Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Consider a Conveyance Plat of Lot 1, Block A of the North Loop 288 Addition.  The approximately 2.27 acre subject property is generally located on the northeast corner of Loop 288 and McKinney Street (FM 426).  The property is located within an Employment Center Commercial (EC-C) zoning district.  (CV15-0002, North Loop 288 Addition, Ross Culbertson)

B. Consider a Preliminary Plat of Lots 1-12, Block A of the North Loop 288 Addition.  The approximately 21.7 acre subject property is generally located on the northeast corner of Loop 288 and McKinney Street (FM 426) within the M.E.P. and P.R.R. Survey, Abstract No. 927.  The property is located within an Employment Center Commercial (EC-C) zoning district.  (PP15-0010, North Loop 288 Addition, Ross Culbertson)

4. ITEM FOR INDIVIDUAL CONSIDERATION:

A. Consider approval of an Alternative Development Plan (ADP) to allow for excess parking above the parking maximum for a church use per the Denton Development Code (DDC).  The approximately 4.1 acre subject property is generally located on the northwest corner of West Oak Street and Fulton Street, within a Neighborhood Residential 3 (NR-3) zoning district.  (ADP15-0006, The Village Church Denton, Ross Culbertson)

5. PUBLIC HEARINGS:

A. Hold a public hearing and consider making a recommendation to City Council regarding a rezoning request from Neighborhood Residential 4 (NR-4) to Neighborhood Residential 2 (NR-2) and a Specific Use Permit (SUP) for an Equestrian Center. The approximately 1 acre site is generally located on the east side of Fort Worth Drive and approximately 700 feet south of Johnson Lane. (Z15-0008 and S15-0006, Ranch Hands Rescue, Julie Wyatt)

B. Hold a public hearing and consider making a recommendation to City Council regarding a rezoning request from Neighborhood Residential 3 (NR-3) to Neighborhood Residential 6 (NR-6) on approximately 10.4 acres, located south of Westward Street and approximately 35 feet east of Crestmeadow Street. (Z15-0006, Westward Estates, Julie Wyatt) This item has been withdrawn.

6. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
