PLANNING AND ZONING COMMISSION

After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, March 24, 2010 at 06:16 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, March 24, 2010 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

4. ITEMS FOR INDIVIDUAL CONSIDERATION:

A. Alternative Development Plan (ADP) for a gas station and convenience store.  The approximately 2.32-acre property is located at the southwest corner of West University Drive (U.S. 380) and I-35.  The property is located within an Industrial Center Employment (IC-E) zoning district.  (ADP09-0008, Texas Blue Saddle/QT #192, Erica Marohnic)

3. CONSENT AGENDA:  Staff recommends approval of the following items because they meet the requirements of the Denton Development Code.  Approval of the Consent Agenda includes staff recommendations for approval and authorizes staff to proceed.  The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Conveyance Plat of Lot 3, Block A of the Teasley Commons Addition.  The 0.949 acre site is located approximately 250 feet west of the intersection of Teasley Lane (F.M. 2181) and Lillian Miller Parkway.  The property is located within a Neighborhood Residential Mixed Use (NRMU) zoning district.  (CV09-0004, Teasley Commons Addition, Lot 3, Block A, Erica Marohnic)

B. Conveyance Plat of Lot 1, Block A of the Saint Emmanuel Missionary Baptist Church Addition.  The 5.841 acre site is located west of Duncan Street, east of Hill Street, southwest of the Rails-to-Trails Corridor and approximately 240 feet north of Smith Street.  The property is located within a Neighborhood Residential 4 (NR-4) zoning district.  (CV10-0002, Saint Emmanuel Missionary Baptist Church Addition, Lot 1, Block A, Erica Marohnic)

C. Conveyance Plat of Lot 1, Block A of the Wheeler Ridge Commercial Addition.  The 4.053 acre site is located at the southeast corner of Teasley Lane (F.M. 2181) and Robinson Road.  The property is located within a Planned Development (PD-176) zoning district.  (CV10-0003, Wheeler Ridge Commercial Addition, Lot 1, Block A, Nana Appiah)

D. E. Preliminary Plat of Lot 1, Block 1 of the Fleet Fueling and Truck Wash Addition.  The 4.378 acre site is generally located at the northeast corner of Mayhill Road and Spencer Road.  The property is located within an Industrial Center General (IC-G) zoning district.  (PP09-0010, Fleet Fueling and Truck Wash Facility, Ron Menguita)

F. Preliminary Plat of Lots 1-8, Block A of the Wheeler Ridge Commercial Addition.  The 9.08 acre site is located at the southeast corner of Teasley Lane (F.M. 2181) and Robinson Road.  The property is located within a Planned Development (PD-176) zoning district.  (PP09-0009, Wheeler Ridge Commercial Addition, Lots 1-8, Nana Appiah)

G. Preliminary Plat of Section 2-3 and Lot 4A, Block A, Robson Ranch Golf Course A, Phase 1.  The 42.41 acre site is located east of Ed Robson Boulevard, north of Robson Ranch Road.  The property is located within a Planned Development (PD-173) zoning district.  (PP09-0008, Robson Ranch Section 2-3, Nana Appiah)

H. Final Plat of Section 2-3 and Lot 4A, Block A, Robson Ranch Golf Course A, Phase 1. The 42.41 acre site is located east of Ed Robson Boulevard, north of Robson Ranch Road. I. 5. PUBLIC HEARINGS:  Hold a public hearing and consider making a recommendation to the Denton City Council on the following items:

A. Detailed Plan amendment to allow a 1,799 square foot addition to an existing 11,144 square foot office within a Planned Development Zoning District (PD-12, I-35/State School).  The subject site is generally located on the south side of Interstate 35 East (I-35E), north of the City of Corinth city limit line.  (Z10-0001, Classic Chrysler Jeep, Nana Appiah)

6. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
