After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, April 28, 2010 at 06:03 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, April 28, 2010 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

A. April 14, 2010

3. CONSENT AGENDA:  Staff recommends approval of the following items because they meet the requirements of the Denton Development Code.  Approval of the Consent Agenda includes staff recommendations for approval and authorizes staff to proceed.  The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Plat Vacation of the southern part of Lot 1, Block 2 of the Greenlee Addition.  The 0.517 acre site is located on the west side of Central Avenue, approximately 74.9 feet south of Greenlee Street.  The property is located within a Downtown Residential 1 (DR-1) zoning district.  (PV10-0002, Islamic Society of Denton Addition, Nana Appiah)

4. ITEMS FOR INDIVIDUAL CONSIDERATION:

A. Alternative Development Plan (ADP) for a proposed bank on property within a Neighborhood Residential Mixed Use (NRMU) zoning district.  The 0.949 acre site is located approximately 250 feet west of the intersection of Teasley Lane (F.M. 2181) and Lillian Miller Parkway.  (ADP10-0001, First State Bank, Erica Marohnic)

5. PUBLIC HEARINGS:  Hold a public hearing and consider making a recommendation to the Denton City Council on the following items:

A. Specific Use Permit to allow a drive-thru facility associated with a proposed bank on property within a Neighborhood Residential Mixed Use (NRMU) zoning district.  The 0.949 acre site is located approximately 250 feet west of the intersection of Teasley Lane (F.M. 2181) and Lillian Miller Parkway.  (S10-0001, First State Bank, Erica Marohnic)

B. Amendment to a 3,331-acre Master Planned Community Zoning District (MPC07-0001, Hunter Ranch) to add two (2) existing gas well park sites not previously identified in the MPC; modify the location, acreages and number of gas well park sites; revise commercial and residential acreage to facilitate gas well park site changes; decrease the number of approved single-family units from 11,914 to 11,135 and decrease the number of multi-family units from 3,408 to 3,249.  The subject site is generally located on both sides of I-35W, between Robson Ranch Road and Vintage Boulevard in the City of Denton.  (AMPC10-0001, Hunter Ranch/Inspiration, Nana Appiah)

C. Rezoning of approximately 4.678 acres of land from a Neighborhood Residential 3 (NR-3) zoning district to a Neighborhood Residential Mixed Use (NRMU) zoning district.  The property is generally located at the northeast corner of Bonnie Brae Street and West Oak Street.  (Z09-0013, Bonnie Brae Medical Park, Jane Gurney)

6. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
