PLANNING AND ZONING COMMISSION

After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, March 9, 2011 at 06:04 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

WORK SESSION

1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, March 9, 2011 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

1. PLEDGE OF ALLEGIANCE:

B. Texas Flag "Honor the Texas Flag - I pledge allegiance to thee, Texas one state under God, one and indivisible."

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

A. February 23, 2011

3. CONSENT AGENDA:  Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Conveyance Plat of Lot, 4, Block A of the Teasley Commons Addition.  The 0.464 acre site is located approximately 300 feet southwest of the intersection of Wind River Lane and Teasley Lane.  The site is located within a Neighborhood Residential Mixed Use (NRMU) zoning district.  (CV11-0001, Teasley Commons, Johnna Matthews)

B. Preliminary Plat of Lots 1-8, Block A of the Elks Springs Addition.  The approximately 38.45 acre site is located on the south side of I-35 E, northwest of Wind River Lane.  The property is located within a Regional Center Commercial Downtown (RCC-D) zoning district.  (PP08-0018, Elk River Connectivity Development, Johnna Matthews)

C. Final Plat of Lot 1, Block A of the Ryan Companies Addition.  The approximately 48.441 acre property is located at the southeast corner of Airport Road and Corbin Road.  The property is located within an Industrial Center General (IC-G) zoning district.  (FP10-0022, Ryan Companies Addition, Cindy Jackson)

D. Final Plat of Lot 1R-1 and Lot 1R-2, Block 3 of the Denton Regional Medical Center Addition, being a replat of Lot 1, Block 3 of the Denton Regional Medical Center Addition.  The approximately 0.917 acre property is located north of Colorado Boulevard approximately 650 feet west of the intersection of Colorado Boulevard and Mayhill Road.  The property is located within a Regional Commercial Center Neighborhood (RCC-N) zoning district. E. Final plat of Lot 1R, Block 1 of the Fry Street Village Addition, being a replat of Lot 1, Block 1 of the Loveless Addition, the I. Boyd Ridgeway Addition, and previously unplatted tracts.  The approximately 4.381-acre property is generally located on the block bounded by West Hickory Street to the north, Fry Street to the west, West Oak Street to the south and Welch Street to the east.  The site is located within a Downtown Commercial General (DC-G) zoning district as well as the Fry Street Overlay District.  (FR10-0013, Fry Street Village Addition, Jane Gurney)

4. PUBLIC HEARINGS:

A. Hold a public hearing and consider approval of a Final Plat of Lot 1R-1, Block 2 of the Grace Temple Baptist Church Addition, being a replat of Lot 1R, Block 2 of the Grace Temple Baptist Church Addition and a previously unplatted tract.  The approximately 0.484-acre property is generally located at the northwest corner of Fulton Street and Grace Temple Street and is located within a Neighborhood Residential 3 (NR-3) zoning district.  (FR10-0018, Grace Temple Baptist Church Addition, Jane Gurney)

5. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
