After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, July 6, 2011 at 05:35 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

Agenda Backup

WORK SESSION

1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

2. Receive a report, hold a discussion and give staff direction regarding modifications to Subchapter 35.14.4.A.2 and 35.23 of the Denton Development Code (DDC) regulating the parking requirements for studio/efficiency  and one-bedroom multifamily dwelling units. (DCA11-0002, Studio/Efficiency Parking Amendment, Erica Marohnic)

3. Receive a briefing and hold a discussion regarding the Assessment of Existing Conditions and Findings of the Bonnie Brae-Ector Street Small Area Plan and provide timeline for completion.  The Bonnie Brae-Ector Street Small Area Plan is approximately 271.2 acres, and is bounded to the north by Emery Street, south West Oak Street, East Jagoe and Ector Streets, and West Bonnie Brae Street (Katia Boykin).

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, July 6, 2011 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

A. June 15, 2011

3. CONSENT AGENDA:  Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Conveyance Plat of Lot 1, Block 4 of the Rayzor Ranch South Addition.  The 4.095 acre site is located at the northeast corner of Scripture Street and Interstate Highway 35 (I-35).  The property is located within a Regional Center Commercial Downtown (RCC-D) zoning district as modified by the Rayzor Ranch Overlay District.  (CV11-0004, Rayzor Ranch South, Lot 1, Block 4, Erica Marohnic)

B. Preliminary Plat of Plan-It Self Storage, Lot 1, Block A.  The approximately 6.08-acre site is located on the east side of Blake Street approximately 400 feet south of the intersection of Russell Newman Boulevard and Blake Street.  The property is located within an Employment Center Industrial (EC-I) zoning district.  (PP10-0025, Plan-It Self Storage, Johnna Matthews)

C. Final Plat of Lot 1, Block A of the Yorlum Addition.  The approximately 19.614 acre property is located on the east side of Masch Branch Road, approximately 971 feet south of the intersection of Masch Branch Road and U.S. 380/W. University Drive.  The property is located within an Industrial Center Employment (IC-E) zoning district. (FP11-0002, Yorlum Industrial Park Addition, Cindy Jackson)

A. Hold a public hearing and consider making a recommendation to City Council regarding proposed amendments to Subchapter 35.14.4.A.2 and 35.23 of the Denton Development Code regulating the parking requirements for studio/efficiency and one-bedroom multifamily dwelling units. (DCA11-0002, Studio/Efficiency Parking Amendment, Erica Marohnic)

B. Hold a public hearing and consider making a recommendation to City Council regarding an amendment to the Connectivity Component of the City of Denton Mobility Plan, specifically regarding a portion of El Paseo Drive between Carmel Drive and Helm Lane.  The subject property is located on the west side of Teasley Lane (F.M. 2181), north of Ryan Road.  (CA11-0003, Teasley Trails, Cindy Jackson)

Hold a public hearing and consider making a recommendation to City Council regarding proposed amendments to Subchapter 35.14.4.A.2 and 35.23 of the Denton Development Code regulating the parking requirements for studio/efficiency and one-bedroom multifamily dwelling units. 5. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
