After determining that a quorum is present, the Planning and Zoning Commission will convene a Work Session on Wednesday, July 20, 2011 at 05:37 PM in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered:

1. Clarification of agenda items listed in the Regular Session agenda for this meeting, and discussion of issues not briefed in the written backup materials.

2. Receive a report and hold a discussion regarding an update to the City of Denton Pedestrian and Bicycle Linkage Component of the Mobility Plan.

REGULAR MEETING

NOTE: The Planning and Zoning Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agendas at any time, consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

After completing the Work Session, the Planning and Zoning Commission will convene a Regular Meeting of the Planning and Zoning Commission of the City of Denton, Texas which will be held on Wednesday, July 20, 2011 and will begin at 6:30 p.m. in the City Council Chambers at City Hall, 215 E. McKinney at which time the following items will be considered:

2. CONSIDER APPROVAL OF THE PLANNING AND ZONING COMMISSION MINUTES FOR:

A. July 6, 2011

3. CONSENT AGENDA:  Staff recommends approval of the following items because they meet the requirements of the Denton Development Code. Approval of the Consent Agenda includes staff recommendations for approvals and authorizes staff to proceed. The Planning and Zoning Commission has reviewed the applications and has had an opportunity to raise questions regarding the items prior to consideration:

A. Preliminary plat of Lot 1, Block A of the Locke Supply Addition.  The approximately 2.888 acre property is located on the south side of Daniel Street and approximately 220 feet southeast of the intersection of Daniel Street and Fort Worth Drive.  The property is located within an Employment Center Commercial (EC-C) zoning district and an Employment Center Industrial (EC-I) zoning district.  (PP10-0023, Locke Supply Addition, Johnna Matthews)

B. Final plat of Lot 1, Block A of the Locke Supply Addition.  The approximately 2.888 acre property is located on the south side of Daniel Street and approximately 220 feet southeast of the intersection of Daniel Street and Fort Worth Drive.  The property is located within an Employment Center Commercial (EC-C) zoning district and an Employment Center Industrial (EC-I) zoning district.  (FP11-0006, Locke Supply Addition, Johnna Matthews)

C. Final Plat of The Preserve at Pecan Creek, Section N, Phase IIA.  The approximately 9.192 acres property is located west of Lakeview Boulevard, north and south of Desert Willow Drive and east and west of Glen Crest Lane.  The property is located within The Preserve at Pecan Creek Planned Development (PD-132) zoning district.  (FP11-0009, The Preserve at Pecan Creek, Section N, Phase IIA, Erica Marohnic)

4. ITEMS FOR INDIVIDUAL CONSIDERATION:

A. Consider a six month extension of the Preliminary Plat of Denton Regional Medical Center, Phase 3, Block 1 & 2.  The approximately 47.504 acre site is generally located north of Colorado Boulevard, between Brinker Road and Mayhill Road.  The site is located within a Regional Center Commercial Neighborhood (RCC-N) zoning district.  (PE11-0001, Denton Regional Medical Center Phase 3, Block 1 & 2, Ron Menguita)

B. Consider a hardship variance to Subsection 35.20.3.E of the Denton Development Code (DDC) regarding Cul-de-Sac length.  The 53.123 acre site is located on the west side of Teasley Lane (F.M. 2181), north of Ryan Road.  The subject site is located within both Neighborhood Residential 3 (NR-3) and Neighborhood Residential Mixed Use 12 (NRMU-12) zoning districts.  (V11-0005, Teasley Trails, Cindy Jackson)

C. Consider a hardship variance to Subsection 35.20.2.G of the Denton Development Code (DDC) regarding block length.  The 53.123 acre site is located on the west side of Teasley Lane (F.M. 2181), north of Ryan Road.  The subject site is located within both Neighborhood Residential 3 (NR-3) and Neighborhood Residential Mixed Use 12 (NRMU-12) zoning districts.  (V11-0006, Teasley Trails, Cindy Jackson)

D. Consider a hardship variance to Section 35.20.2.A.4 of the Denton Development Code (DDC) regarding street classification.  The 53.123 acre site is located on the west side of Teasley Lane (F.M. 2181), north of Ryan Road.  The subject site is located within both Neighborhood Residential 3 (NR-3) and Neighborhood Residential Mixed Use 12 (NRMU-12) zoning districts.  (V11-0007, Teasley Trails, Cindy Jackson)

E. Preliminary plat of Teasley Trails, Phases I & II.  The 53.123 acre site is located on the west side of Teasley Lane (F.M. 2181), north of Ryan Road.  The subject site is located within both Neighborhood Residential 3 (NR-3) and Neighborhood Residential Mixed Use 12 (NRMU-12) zoning districts.  (PP11-0002, Teasley Trails, Cindy Jackson)  The related variances listed above must be approved before this preliminary plat can be approved.

5. PUBLIC HEARINGS:

A. Hold a public hearing and consider approval of a final plat of Lot 1R, Block A, Gregory and Kathleen Pollock Addition, being a replat of Lot 1, Block A, Gregory and Kathleen Pollock Addition.  The approximately 10.09 acre site is located on the west side of Teasley Lane (F.M. 2181), approximately 633 feet south of Leatherwood Lane.  The property is located within a Neighborhood Residential Mixed Use 12 (NRMU-12) zoning district.  (FR11-0008, Faith United Methodist Church, Cindy Jackson)

6. FUTURE AGENDA ITEMS:  Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Planning and Zoning Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
