THAT'S MAKES THAT MADE SENSE IN PREVIOUS VERSIONS BECAUSE WE HAVE A ONLY HAVE A SINGLE WATER RECLAMATION PLANT THAT, TO SERVE THAT ENTIRE AREA. SO THE BENEFIT OF THAT AT THE TIME WAS ANY IMPACT FEE COLLECTED ANYWHERE IN THAT AREA CAN BE SPENT ANYWHERE ELSE IN THE AREA, WHICH MEANS THAT THAT THE PRIMARY COST, THE PRIMARY FINANCIAL DRIVER FOR THE IMPACT FEES, WE COULD WE COULD BRING ALL THAT TO BEAR ON THE, PECAN CREEK WATER RECLAMATION PLANT HERE. THERE ARE TWO ECONOMIC DEVELOPMENT AGREEMENTS IN PLACE. THERE IS A SALES TAX COST SHARE FOR BOTH SIDES. THEY PETITIONED THE CITY AT THAT POINT TO FORM THE RAZOR RANCH PUBLIC IMPROVEMENT DISTRICT. SEVERAL DOCUMENTS AND STEPS WERE TAKEN TOWARDS THE CREATION OF THAT DISTRICT, A MEMORANDUM OF UNDERSTANDING ON WHICH PUBLIC IMPROVEMENTS WOULD BE INCLUDED TOOK PLACE. WE EXECUTED. WE DID THE FIRST STEP ON IT, ON CREATING A RESOLUTION, BUT ULTIMATELY IT DID NOT GET CREATED. IN 2019, REDD DEVELOPMENT SOLD THEIR INTEREST TO RAZOR RANCH TO FIDELIS REALTY PARTNERS. THE LAST TIME YOU HEARD ABOUT THIS TOPIC WAS IN 2019. A WORK SESSION WAS HELD THAT SAME YEAR, AND COUNCIL PROVIDED DIRECTION ON THE PID THAT THEY WEREN'T READY TO MOVE FORWARD AT THAT TIME. SO THERE WAS A DIVISION THEY COULD FALL UNDER A CVB OR AN ECONOMIC DEVELOPMENT. GROUP. OFTEN IT WAS IN SMALL COMMUNITIES WHERE THERE WERE LIMITED RESOURCES. AS TRAVEL INCREASED AS THE HOTEL OCCUPANCY TAX WAS LEVIED, CVBS BEGAN TO GET SIGNIFICANTLY HIGHER BUDGETS AND NOT BE DEPENDENT ON ADDITIONAL FINANCIAL SUPPORT. THAT'S WHERE YOU SAW WHERE WE SAW IN THE MID 90S GROWING CVBS WITH THOSE ADDITIONAL RESOURCES BEGAN TO SPLIT FROM PARENT ORGANIZATIONS. SO FOR TODAY, WE'RE GOING TO BE LOOKING AT THREE DIFFERENT STRUCTURES AND INDEPENDENT ORGANIZATION, WHICH IS KNOWN AS A DESTINATION MARKETING MANAGEMENT ORGANIZATION. WHAT WOULD IT LOOK LIKE UNDER A CITY DEPARTMENT, CITY DIVISION, AND THEN THE CHAMBER OF COMMERCE? SO IN TEXAS, THERE ARE THE MAJORITY OF THE CVBS FALL UNDER THE CITY WITH 58, 22% FALL UNDER A CHAMBER, AND 20% ARE INDEPENDENT. THOSE DMOS. THIS WAS A SURVEY CONDUCTED IN 2023, AND THEY HAD 90 RESPONDENTS OUT OF 100, THAT THEY SURVEYED. A LOOK AT WHAT IT LOOKS LIKE NATIONWIDE WHEN THEY GO TO WHAT IN THE UNITED STATES, THE BREAKDOWN SHOWS THAT THE MAJORITY OF CVBS FALL UNDER INDEPENDENT ORGANIZATIONS. SECOND COMING IN IS CITY CITY GOVERNMENT WITH 13% CHAMBERS AND THEN OTHER MAKE UP THE THREE AND THE 4. THIS WAS CONDUCTED, OUT OF I THINK THEY HAD 720 MEMBERS. THEY SURVEYED AND HAD 600 RESPONSES FOR THIS DATA. MOVING INTO THE CURRENT STRUCTURE. THIS IS THE CURRENT STRUCTURE OF THE CHAMBER OF COMMERCE. WE GET THIS QUESTION A LOT BECAUSE WE HAVE A CONTRACT FOR THE ECONOMIC DEVELOPMENT PARTNERSHIP. BUT WHAT WHAT DOES THE CHAMBER LOOK LIKE. SO THE CHAMBER HAS THREE LINES OF BUSINESS OPERATING UNDER THEM. THERE'S A BOARD OF DIRECTORS. AND THEN THE CHAMBER PRESIDENT IS AARON. AND DISCOVER DENTON HAS EIGHT DEDICATED FTES, WHICH IS HOTEL OCCUPANCY TAX WITH A CONTRACT BETWEEN THE CITY AND THE CHAMBE. I MISSED A WHOLE SLIDE, BUT KIND OF TOUCHED ON IT. SO THE MISSION OF THE CHAMBER IS TO ADVOCATE, EDUCATE AND COLLABORATE FOR THE ECONOMIC PROSPERITY OF THE ENTIRE CITY OF DENTON. AND THEN THE PURPOSE STATEMENT OF DISCOVER DENTON IS TO MARKET AND PROMOTE IN ORDER TO GENERATE THE DEMAND FOR DESTINATIONS, CREATING A POSITIVE IMPACT FOR THE COMMUNITY. SO THE CVB'S PURPOSE IS REALLY FOCUSED ON THOSE VISITORS WHO ARE NONRESIDENTS. AND THEN, THE CHAMBER IS INTERESTED IN THE PERMANENT. THEY'RE WORKING TOWARDS THE LOCAL BUSINESS COMMUNITY. THIS IS A SNAPSHOT OF THE REVENUE, THE CHAMBER'S BUDGET IS APPROXIMATELY 2.7 MILLION. THE LARGEST PORTION OF THAT BUDGET FALLS TO DISCOVER DENTON. FUNDING WOULD BE INCLUDED IN THE OVERALL CITY'S ANNUAL AUDIT, AND THE CITY HAS A STRATEGIC STRATEGY OFFICE THAT FOCUSES ON DATA AND PERFORMANCE METRICS, FUNDING. FROM A FUNDING PERSPECTIVE, THE CITY WOULD CERTAINLY HAVE MORE CONTROL, INCREASE CONTROL OF PUBLIC FUNDS. BUT THERE ALSO IS A CONSIDERATION OF A POTENTIAL INCREASE TO PERSONNEL BUDGETS. AS YOU MOVE THE STAFF OVER, THERE WOULD BE AN INCREASED PERSONNEL COST. WHEN LOOKING AT FLEXIBILITY, THE CITY DOES [01:25:02] PROVIDE THE LEASE FLEXIBILITY. OUR PROCUREMENT UNDER LOCAL GOVERNMENT IS MORE STRUCTURED, WE HAVE OUR ETHICS POLICY. THAT IS A CONSIDERATION THAT WE NEED TO TALK ABOUT. AND UNDER THE MISSION AND VISION, IT STILL, IT WOULD NOT BE A SINGULAR MISSION. SO COUNCIL DOES HAVE A PRIORITY FOR ECONOMIC DEVELOPMENT AND TOURISM. SOME EXAMPLES OF THESE COMMUNITIES ARE IRVING, GARLAND, FRISCO, PLANO, AND MCKINNEY. AND AGAIN, THAT CONSIDERATION IS WE HAVE AN ETHICS POLICY IN THE FIELD OF TOURISM.
