C. Additional Citizen Reports - This section of the agenda, which is also known as the "open microphone" section, permits any person who is not registered for a citizen report to make comments about public business items not listed on the agenda. This section is limited to two open microphone speakers per meeting with each speaker allowed a maximum of four (4) minutes. Such person(s) must file a "Blue Card" requesting to speak during this period, prior to the calling of this agenda item. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, approving and authorizing the City Manager to execute an interlocal cooperation agreement with the Town of Little Elm, providing for a guaranteed volume agreement for the landfill; and providing an effective date.
B. Consider adoption of an ordinance of the City of Denton, Texas, authorizing the City Manager, or designee, to execute non-disclosure or confidentiality agreements; providing for a repealer; providing for a severability clause and providing an effective date.
C. Consider adoption of an ordinance authorizing the City Manager to execute an agreement between the City of Denton and Denton County for the payment and use of hotel tax revenue in support of the Denton County Office of History and Culture; and providing an effective date. ($160,742 Hotel Occupancy Tax and Sponsorship Committee recommends approval 2-1)
D. Consider adoption of an ordinance authorizing the City Manager to execute an agreement between the City of Denton and Kiwanis Club of Denton, Breakfast, Denton, Texas, Inc., for the payment and use of hotel tax revenue; and providing an effective date. ($6,120 Hotel Occupancy Tax and Sponsorship Committee recommends approval 2-1)
E. Consider adoption of an ordinance of the City of Denton authorizing an agreement between the City of Denton, Texas, and Kiwanis Youth Services, Inc. for the purpose of 4th of July fireworks show sponsorship; providing for the expenditure of funds; and providing for an effective date. ($40,000 - Hotel Occupancy Tax and Sponsorship Committee recommends approval 3-0)
F. Consider the adoption of an ordinance of the City of Denton, Texas, establishing the rates for Solid Waste and Recycling collection service; repealing ordinance 19-2138; providing for a repealer; providing for a severability clause; and providing an effective date. The Public Utilities Board recommends approval (6-0)
G. Consider adoption of an ordinance of the City of Denton, Texas, approving a first amendment to the employment agreement for City Manager Todd Hileman; providing a salary increase for City Manager Todd Hileman under the performance review provision of the City Manager’s employment agreement with the City; extending the term of the City Manager’s employment agreement to October 23, 2023; increasing vacation accrual to four weeks per year for the City Manager; adding an automatic renewal clause; authorizing the expenditure of funds; and providing an effective date.
H. Consider adoption of an ordinance of the City of Denton, Texas, approving a second amendment to the employment agreement for City Attorney Aaron Leal; providing a salary increase under the performance review provision of the City Attorney’s employment agreement with the City; extending the term of the City Attorney’s employment agreement to October 11, 2021; authorizing the expenditure of funds; and providing an effective date.
I. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with All-N-One Services, LLC, for Temporary Labor Services for various City of Denton departments; providing for the expenditure of funds therefor; and providing an effective date (IFB 7045 - awarded to All-N-One Services, LLC, in the three (3) year not-to-exceed amount of $525,000).
J. Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with CBS Mechanical Services, Inc. dba CMS Mechanical Services, Inc., for the supply of heating, ventilation and air conditioning maintenance, repairs, and replacement services for various City buildings and any other areas maintained by the City of Denton Facilities Department; providing for the expenditure of funds therefor; and providing an effective date (IFB 7127 - awarded to CBS Mechanical Services, Inc. dba CMS Mechanical Services, Inc., for one (1) year, with the option for four (4) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $2,500,000).

Hold a public hearing and consider approval of a request by Chet Leugers representing MMRQ Land, LP to rezone approximately 6.71 acres of land from Rural Residential 1 (RR) to Mixed Use Neighborhood (MN) and to rezone approximately 11.359 acres of land from Residential 1 (R-1) to Mixed Use Neighborhood (MN). The subject site is generally located at the northeast corner of the intersection of U.S. 377/Fort Worth Drive and Brush Creek Road, in the City of Denton, Denton County, Texas.
