THE COMMUNITY SHELTER, WHICH IS OUR DAILY BREAD, HAS GENERALLY NOT ADOPTED HOUSING FIRST PRACTICES AS REQUIRED BY THE CONTRACT WITH Y'ALL, AND HAS CREATED A PUNITIVE PUNISHMENT SYSTEM THAT LIKELY BARS MORE PEOPLE THAN NECESSARY FROM ASSISTANCE. I MEAN, LIKE IF Y'ALL AREN'T DOING ANYTHING BUT TALKING TO THEM, THE PEOPLE THAT ARE ABUSING US AND KEEPING US STUCK IN HOMELESSNESS, YOU TALK TO THEM AND NOT US. MCFATE EXPRESSED THE OPINION THAT PACK MEMBERS, THE ART COMMITTEE, SUGGESTED THINGS OUTSIDE OF THE CITY'S BUDGET. FIRST OF ALL, THAT'S NOT SUCH A TERRIBLE THING IN AND OF ITSELF. IT'S A CREATIVE BRAINSTORMING THING. IT'S FINE. BUT ALSO, GIVEN THE BUDGET FOR 31 DAYS OF HALLOWEEN AND OTHER DEDICATED FUNDING FOR PUBLIC ART, PEOPLE ARE USUALLY SPEAKING WITHIN THOSE PARAMETERS. A FEW THINGS THAT HAS PUZZLED ME THAT A FEW THINGS HAVE NOT COME TO THE PUBLIC ART COMMITTEE, JAZZ FEST, WHICH IS A LEGACY OF DENTON. WHEN YOU THINK ABOUT IT. THAT PROBABLY SHOULD HAVE ALSO COME AT SOME POINT SOMEWHERE TO THE PUBLIC ART COMMITTEE FOR DISCUSSION, IF NOT A VOTE ON ANYTHING, BUT JUST FOR INPUT. AND SO THEY DON'T THESE THINGS DON'T. AND SOME OF THE MEMBERS OF THE COMMITTEE HAVE EXPRESSED A CONCERN ABOUT FEELING LIKE THEY'RE THERE TO RUBBER STAMP THINGS. LET'S HOPE THAT THEY'RE NOT. I KNOW THERE'S BEEN SOME CONTROVERSY ABOUT THE STATUES ON CARROLL AVENUE THAT WAS VOTED ON BEFORE I JOINED, BUT I LIKE THEM. SO HAD I BEEN THERE, I PROBABLY WOULD HAVE APPROVED THEM.
