I'M JUST GOING TO TALK BRIEFLY ABOUT THE PURPOSE OF THE COMMITTEE AS OF TWO MONTHS AGO.

WE'VE STARTED TO BE A LIVE VIDEO BROADCAST AND RECORDED.

AND I JUST HAVE A COUPLE OF REMINDERS TO HELP US STAY ON TRACK, TO HAVE A CLEAR AND WELL-FUNCTIONING COMMITTEE, MAKE SURE THAT EVERYONE CAN BE HEARD.

SO I'M JUST GOING TO READ A COUPLE OF THINGS.

SEE, THIS IS A QUICK REMINDER ABOUT EXPECTATIONS OF ALL COMMITTEE MEMBERS TO BE AN EFFECTIVE COMMITTEE AS OUR COMMITTEE BECOMES MORE EXPERIENCED AND ADDRESSES TOPICS THAT ARE POTENTIALLY CONTENTIOUS.

MOST PEOPLE USE A RAISED HAND, BUT I KNOW IN IN OUR COMMITTEE AND IN MANY COMMITTEES, A RAISED HAND ISN'T SOMETHING THAT EVERYONE IS GOING TO USE AS THEIR PREFERRED METHOD OF INDICATING. AND IF YOU HAVE A DIFFERENT METHOD THAT YOU WANT TO USE.

LET US KNOW.

GOOD EVENING, EVERYONE. I'M MIKE PENALUNA THE CITY'S EMERGENCY MANAGEMENT COORDINATOR.

LAST MONTH, I CELEBRATED MY FIFTEEN YEAR ANNIVERSARY WITH DENTON FIRE DEPARTMENT, AND TWO DAYS AGO, 31 YEARS AGO, I WALKED THE STAGE AT UNT WITH A DEGREE IN EMERGENCY MANAGEMENT FROM THEIR BRAND BRAND NEW PROGRAM.

SO I GET THE OPPORTUNITY TO USE EMERGENCY MANAGEMENT STUDENTS AND SEE THEIR CAREERS PROGRESS AS WELL.

ONE OF THE GREAT THINGS ABOUT BEING HERE IN DENTON AND OUR PROGRAM THROUGH THE CITY AND THE FIRE DEPARTMENT. I WAS ASKED TO SPEAK TO YOU TONIGHT VERY SHORT PERIOD OF TIME, BUT I DO WANT TO TOUCH ON SOME KEY TOPICS ON THE CITY'S EMERGENCY MANAGEMENT PROGRAM.

FIRST AND FOREMOST, WHO WAS HERE IN APRIL 30TH THAT EVENING IN SEVERE WEATHER TORNADO THAT STRUCK NEAR TEXAS WOMAN'S UNIVERSITY ON THE GROUND FOR ABOUT TWO AND A HALF MILES, LIFTED BACK UP AT THE NATATORIUM WATER PARK AREA.

AND SO WE HAD SPEEDS UP TO 90 MILES AN HOUR.

YOU SEE THE ONE HOME THAT'S DESTROYED LOTS OF TREES DOWN.

NO INJURIES KNOCK ON WOOD OR WORSE.

AND SO WE'RE VERY FORTUNATE IN THAT REGARD.

SEVERE WEATHER IS ONE OF OUR NUMBER ONE THREATS.

AND SO WHETHER IT BE TORNADOES, HAIL, FLASH FLOODING, LIGHTNING, WE KNOW WE HAVE A PAST HISTORY OF DAMAGE WITH THOSE.

AND IT'S GOING TO CONTINUE, NOT GOING TO STOP.

SO WE CAN'T PREVENT THOSE FROM HAPPENING.

BUT HOPEFULLY I CAN GIVE YOU A LITTLE BIT INFORMATION WITH YOU ON HOW MAYBE WE CAN LESSEN THE IMPACTS. SO THAT PARTICULAR EVENING, WE WERE UNDER THREE TORNADO WARNINGS AND IT STARTED OFF AT 5:56 ON APRIL 30TH.

AND THE TORNADO ACTUALLY STRUCK AT 6:56.

SO AN HOUR LATER, THAT'S THE GOOD NEWS THAT WE HAD THAT WARNING TIME, AN HOUR OF WARNING.

AND SO IT'S ON THE GROUND RIGHT DOWN JUST NORTH EAST OF FORT WORTH AND THEN TRAVELS RIGHT UP INTO DENTON AND MAKE TOUCHDOWN NEAR T.W.U.

SO WE DON'T ALWAYS HAVE THAT THOUGH.

SOMETIMES WE ONLY HAVE A VERY FEW MINUTES.

AND EVEN THOUGH IT SOUNDED THE TORNADO SIRENS, OUTDOOR WARNING SIRENS FOR QUITE A WHILE THAT EVENING TO GIVE PEOPLE AMPLE NOTICE TO TAKE SHELTER.

THAT'S KIND OF AN ANOMALY THAT WE HAVE LIKE 31 YEARS THAT I'VE NEVER SEEN ONE WITH THAT MUCH LEAD TIME. WELL, WE TYPICALLY HAVE 10 OR 10 OR SO MINUTES.

SO YOU NEED TO IF YOU FIND OUT WE'RE UNDER WARNING, TAKE SHELTER.

SO CAN YOU TELL ME WHERE THE BEST PLACE IS TO TAKE SHELTER IF WE'RE UNDER A TORNADO WARNING. IN THE HALL? STAIRS? AWAY FROM WINDOWS.

IT'S GOING TO HURT YOU OR WORSE.

IT'S A LARGE ITEM. SO WE WANT TO MAKE SURE YOU'RE IN THE SAFEST SPOT POSSIBLE.

BUT YOU MAY NOT KNOW AS WE HAD FOUR TORNADOES IN THE CITY SINCE 2011.

AND I SPEAK TO MANY PEOPLE WHO DON'T EVEN KNOW ABOUT THE APRIL 30TH TORNADO, MUCH LESS THAT WE'VE HAD FOUR IN THE CITY.

SO ONE IN 2011 IN COUNTRY LAKES, WE HAD ONE IN 2012 RIGHT NEXT TO PECAN CREEK ELEMENTARY, 2015 ON THE GROUND, FIVE MILES DOWN FORT WORTH DRIVE.

AND THEN THE ONE THIS YEAR.

SO IT WILL HAPPEN AGAIN.

AND OF COURSE, THE LARGE ONES THAT OCCURRED IN DALLAS AND RICHARDSON, GARLAND AND SO FORTH THIS YEAR SO A 10 HAPPENED JUST A COUPLE OF TWO, THREE MONTHS AGO.

SO THIS IS SEVERE WEATHER, A SHELF CLOUD MOVING INTO THE CITY.

AND WE DO WHAT WE CAN WITH PUBLIC SPEAKING ENGAGEMENTS AND INFORMATION SO THAT PEOPLE CAN RECEIVE WARNINGS AND NOTIFICATIONS AND GET THE WORD OUT AS BEST WE CAN FOR PEOPLE TO KNOW ABOUT SEVERE WEATHER THREAT IN PARTICULAR.

SO THE CITY OF DENTON AS A WEATHER READY NATION AMBASSADOR, WE WERE JUST ACTUALLY RECOGNIZED AS ONE OF ONLY FOUR IN TEXAS AND A HANDFUL IN THE COUNTRY THAT ARE WEATHER READY NATION AMBASSADORS OF EXCELLENCE THAT REALLY INCLUDES SEVERE STORM PREPAREDNESS FOR A STORM READY COMMODITY.

SOMEONE HACKS INTO THE TEXAS ELECTRIC GRID, SHUTS OFF POWER FOR AN EXTENDED PERIOD OF TIME TO DIFFERENT PORTIONS OF THE STATE.

SO IF YOU CAN IMAGINE, ALL OF DENTON PLUNGED INTO DARKNESS FOR SEVERAL DAYS, SEVERAL WEEKS. AND THE IMPACT THAT MIGHT HAVE DOESN'T HAVE TO BE THAT EXTREME.

WE COULD HAVE JUST SEVERE STORMS THAT COME THROUGH AND WE COULD HAVE AN OUTAGE THAT COULD COULD LAST A WHILE. SO KEEP DENTON BEAUTIFUL WAS STARTED AS A BLUE RIBBON TASK FORCE IN 1987.

AND SO IN 1991, BEAUTIFICATION ADVISORY COMMITTEE WAS CREATED.

THIS PROVIDED GUIDANCE ON BEAUTIFICATION EFFORTS FOR THE ENTRANCES TO OUR CITY AS WELL AS OTHER COMMUNITY FOCUSED BEAUTIFICATION EFFORTS.

IN 1996.

THE ORGANIZATION BECAME A 501(C)3 NON-PROFIT, AND THAT IS HOW IT OPERATES TODAY IN CLOSE PARTNERSHIP WITH THE CITY OF DENTON.

SO WE ARE STRUCTURED WITH A NONPROFIT BOARD OF DIRECTORS, AS WELL AS CLOSE CITY

THE NON-PROFIT BUDGET PAYS FOR THE THREE TREES FOR RESIDENTS OF DENTON.

WHILE CITY STAFF, MYSELF AND MY SUPERVISOR INCLUDED, FACILITATE THE EVENT AND IT IS HELD ON CITY PROPERTY AT THE DENTON LANDFILL.

OUR MISSION IS TO ENGAGE OUR COMMUNITY IN CREATING A CLEAN AND BEAUTIFUL DENTON.

AND WE DO THAT THROUGH FOUR FOCUS AREAS.

LITTER PREVENTION AND CLEANUP.

BEAUTIFICATION. TREE PLANTING EDUCATION AND YOUTH PROGRAM.

SO OUR LITTER CLEANUP AND PREVENTION PROGRAMS INCLUDE THE COMMUNITY APPEARANCE INDEX, WHICH IS AN ANNUAL INDEX HELD EVERY AUGUST.

THERE ARE 96 ROUTES THROUGHOUT OUR COMMUNITY THAT ARE SURVEYED FROM A WINDSHIELD STANCE TWO DIFFERENT VEHICLES DRIVE AROUND AND JUST CHECK FROM THE WINDSHIELD AND RATE THE LOCATIONS FROM A 1 TO 4 FROM CLEAN TO HIGHLY LITTERED.

WE HAVE THE GREAT AMERICAN CLEANUP, WHICH IS DENTON'S LARGEST COMMUNITY CLEANUP HELD IN MARCH. AND THIS CLEANUP ENGAGES OVER 2000 DENTON RESIDENTS AND CLEANS UP OVER NINE TONS OF TRASH IN 2018.

CLEANUPS ARE ONE TIME CLEANUPS.

YOU CAN DO THIS AS AN INDIVIDUAL.

AND LAST YEAR ALONE WE COLLECTED OVER 100000 CIGARETTE BUTTS AND SO OFTEN PEOPLE LEAVE CIGARETTE BUTTS ARE MADE OF COTTON OR NATURAL FIBERS.

IN FACT, THEY ARE MADE OF PLASTIC.

SO THEY ARE MADE OF CELLULOSE ACETATE.

IT'S THE SAME PLASTIC THAT WOULD MAKE A PAIR OF FREE SUNGLASSES YOU WOULD GET AT AN EVENT OR PLASTIC ONE AND IT'S BROKEN DOWN INTO ITS PELLETS.

SO WE ACTUALLY RECYCLE THOSE THROUGH A COMPANY CALLED TERRACYCLE SO THAT WITH OUR OPPORTUNITIES FOR LITTER CLEANUPS AND PREVENTION, THERE ARE VARIED PHYSICAL REQUIREMENTS.
